Duties

Help

  • Provides management consultative services involving the full spectrum of HR functional areas assigned.  Serves as management’s technical advisor regarding the successful recruitment, placement, and retention of qualified personnel for client organizations.
  • Provides guidance, consultation and assistance to managers, supervisors and employees on qualifications requirements, pay issues, merit promotion plan administration, excepted service, employment and placement requirements, and information systems programs.
  • Uses HR information systems to produce a variety of management reports and conduct in-depth analysis of the HR programs. Actively participates in the implementation, enhancement, maintenance, and future development of HR information systems.
  • Conducts meetings, briefings and other oral presentations to senior management, supervisors, and employees concerning human resources management issues.
  • Reviews past recruitment practices and local labor market conditions to give advice on future staffing strategies. Participates in audits and internal control reviews of FDIC HR programs.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional qualifications information can be found here.

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12-grade level or above in the Federal service.  Specialized experience is defined as (1) performing the full range of recruitment and placement functions utilizing merit promotion and delegated examining procedures including developing job analysis, preparing job opportunity announcements, and making eligibility/qualification determinations using an automated recruitment system; and (2) providing consultative services on recruitment strategies and resources.

In addition to the qualification requirements listed above, you must also meet the following selective factor to be considered eligible for this job. The selective factor is defined as: Current Delegated Examining certification by the U.S. Office of Personnel Management is required for this position.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.97% to a high of 51.75%.
