This position is located in the Marketing Division, of the Morale, Welfare and Recreation (MWR) Department, NAS Whiting Field. The Marketing division provides information and support services for approximately 5000+ people including active duty military, family members, NAF and APF civilians, tenant commands and their dependents. The incumbent is responsible for performing non- supervisory and promotinal assistance.

MAJOR DUTIES AND RESPONSIBILITIES

  • Provides advice to program and facility managers regarding most efficient and cost effective Marketing and publicity to meet program goals and objectives.
  • Assists in the planning, initiation, and implementation of comprehensive marketing campaigns to Enhance and promote MWR programs, including research, resource allocation, and Communications.
  • Publicizes and encourages patronage of MWR programs and facilities through strategic deployment of marketing tools such as email, website, presentations, publications, official message traffic, and printed material.
  • Prepares marketing materials by gathering information, planning, designing, and writing for all forms of advertising.
  • Ensures work is performed in a timely manner and within budget constraints.
  • Demonstrates knowledge of designed principles and artistic ability, conceives ideas, plans layout and compositions of projects, and determines format, specifications, color treatment, and production methods.
  • Utilizes artistic techniques in drawing, painting, letting, and general design compositions to produce projects to promote all aspects of MWR operations, activities, events and facilities. Projects include newsletters, brochures, posters, fliers, menus, certificates, banners, logos, letterhead, tickets, table tents, forms, business cards, and other projects as requested. Specifies typography for use as elements of design, along with color scheme in developing style of marketing materials. Determines format, material, and paper usage.
  • Communicates regularly with MWR customers as needed to ensure draft work receives approval of the requestor, deadlines are met, and organization goals are accomplished. A basic understanding of MWR's mission and the purpose of the various programs activates is necessary, which may require occasional visits to customer locations and attendance at meetings. Works to meet the needs of the customers.
  • Effectively responds to customer comments and complaints. Complaints. Complaints not resolved by incumbent will be referred to immediate supervisor. Exercise tact, diplomacy, and courtesy, when serving and assisting customers and co-workers. This will be expressed by tactfully responding and assisting customers in a prompt and friendly manner.
  • Maintains computer files for all completed work, including photographs, to assist with development of designs for recurring activities and to display various options the customer can use to describe his/her preferences.
  • Ensures projects are completed within specified deadline. Manages projects and workload to complete projects in a timely fashion.
  • Operates various graphic/prints equipment's including but not limited to paper cutter, laminator, large format poster printer, and color copies as required.
  • Maintain production, office equipment and supplies as directed. Suggests repairs and supply purchase as needed and warranted.
  • Researches and prepares purchase reports to order approved equipment, supplies, and promotional materials in compliance with accounting standards. Tracks credit card purchases (if applicable). Tracks supply inventories. Maintains security of office, supplies, and equipment.
  • Develops effective distribution plans and ensures posted information (printed or electronic) remains current and timely. Maintains distribution points (including MWR website, social media, and bulletin boards) to ensure they remain eye catching and free of clutter.
  • Operates professional digital camera with flash attachment flash attachment and carious lenses to provide photographic support for MWR programs. Applies photograph capabilities in setting up shots, cropping, adjusting lighting, etc. Selects and edits photographs, which are utilized to promote WR events, activities, and facilities. Maintains filing system for photos.
  • May support commercial Sponsorship in gathering event information, writing solicitation materials or event fact sheets, and after action summaries.
  • Performs clerical tasks such as procurement, basic accounting, preparing routine correspondence, responding to telephone and email inquiries, etc. Coordinates the smooth flow of reporting paperwork including accounting forms and purchase orders.
  • Performs other related duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

  • May be required to pass pre-employment examinations.
  • A valid State driver's license is required to operate motor vehicles.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • At least one year of general experience in the marketing field which demonstrates knowledge of all phases of marketing, including knowledge of its principles, methods, practices, and techniques.
  • Skill in analyzing and developing marketing recommendations from divergent information and integrating them into marketing plans.
  • Must have skill in gathering and organizing information. Should possess solid organizational skills and be detail oriented
  • Ability to follow oral and written instructions.
  • Ability to understand, adhere to and explain complex regulations, instructions, and directives as relates to program management.
  • Must have problem solving and creative negotiation skills.
  • Skill in developing interpersonal relationship to facilitate establishment of good customer service.
  • Ability to work effectively as a team member with flexibility.
  • Excellent written and oral communication skills.
  • Ability to edit and accurately proofread publications, messages, and documents.
  • Ability to develop a visual customized presentations and address groups.
  • Ability to fevelop a visual concept from verbal and/or written communication.
  • Knowledge of and ability to use proper grammar, spelling, and standard graphics style.
  • Must possess skill in layout and design for publicity materials.
  • Knowledge in use of personal computers, digital scanner, and printers.
  • Ability to create graphic designs and layouts on computers utilizing products that include, but not limited to adobe Creative Cloud programs such as PhotoShop, Illustrator, InDesign, Acrobat et al.
  • Knowledge of Microsoft office software, including Word, Outlook, Excel and Publisher.
  • Must be able to handle multiple porjects to establish priorities and meet deadlines.
  • Knowledge of methods and procedures for operating professional digital camera and utilizing photo editing software.
