This position is located in the Workforce Operations Office (M/EX/BOD/WOO), in the U.S. Department of State (DOS). M/EX provides services to the M Family’s workforce with more than 8,000 employees (this does not include the Bureaus of Consular Affairs (CA) and Diplomatic Security (DS)), in addition to having an Enterprise Services Directorate that supports the entire Department through its programs and projects.

Duties

Help
  • Direct and oversee the execution of human resources performance management operations through subordinate supervisors, project/team leaders, and professional staff.
  • Serve as the Department’s principal advisor on performance management policy, interpreting and integrating OPM regulations, new legislation, and third-party decisions (e.g., MSPB, EEOC, FLRA) into Departmental frameworks.
  • Facilitate communication and collaboration between Departmental leadership and external stakeholders, ensuring alignment of programs with broader federal initiatives, regulatory requirements, and emerging trends in human capital management.
  • Lead the identification, evaluation, and integration of emerging technologies, digital platforms, and enterprise tools to enhance program delivery, operational efficiency, and workforce engagement.
  • Oversee the use of advanced analytics, workforce data, and program evaluation to assess the effectiveness of performance management, awards, and employee engagement initiatives.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience managing performance management programs, awards and recognition processes, or employee development initiatives for an organization or multiple organizational units.;
  • Experience developing and implementing human resources policies and procedures in areas such as performance management, leave administration, or employee relations in accordance with federal regulations and agency guidelines.; AND
  • Experience providing advice and guidance to management officials on human resources issues, including performance management, employee relations, or compliance matters.

There is no substitute of education for specialized experience for the GS-15 position. 

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100.
