JOB TITLE:  AUTO SKILLS CENTER MANAGER 
BUSINESS TITLE: AUTO SKILLS CENTER COMPLEX MANAGER
FLASA STATUS: Exempt
JOB SERIES:  1101                                                                         PAY LEVEL: NF-3


DUTIES AND RESPONSIBILITIES:
Responsible for the management, supervision, and administration of day-to-day operations of Auto Skills Center Complex including full automotive repair services, Towing and Auto Recovery Center sections, and managing a variety of staff including NAF, Crafts & Trades, IHA, and Contract Labor. Oversees the operations of the Towing and Auto Recovery Center sections.

Receives and completes customer work orders for vehicle repair and / or Japan Car Inspection (JCI), prepares paperwork, and assigns work to technicians.  Provides technical instructions to individual workers. Inspects work of subordinates in progress and upon completion and takes necessary corrective action on any deficiencies. Explains all repair information to the customer and determines the best course of action.  Completes documentation on all shop repair orders.

Manages the facility¿s retail-resale inventory to include stocking, displaying, performing inventorying to include End of Month and End of Year inventories, maintaining the inventory workbooks, and re-ordering when stocks get low.

May serve as the Contracting Officer¿s Representative (COR) on automotive-related contracts. May serve as an Approving Official or card holder for the NAF PC credit card program. Must know and abide by rules and regulations governing contacting, COR activity, and NAF PC usage. Places calls to Blanket Purchase Agreement (BPA), Direct Delivery Agreement (DDA) and other contracts to vendors and orders all required repair parts, supplies, and equipment.

Performs inventories and maintains all tools and equipment in good working condition; performs inventories and all clerical and record keeping tasks as required for maintenance control and analysis, etc. Checks out tools to patrons for recreational use. Inspects and inventories tools upon return.

Functions as the facility Responsible Officer for all capital furnishings and equipment. Performs inventories and maintains facility Responsible Officer related records. Monitors capital expenditures, financial and physical depreciation of property, and recommends replacements.

Assists the Automotive Services Program Manager in preparation of financial plans, budgets, and cost controls and responsible for maintenance of related records and reports.

Functions as the facility Change Fund custodian, Key Custodian, Admin, and cashier. Performs all required Internal Control checks and inspections. Maintains all associated records. Completes facility Daily Activity Reports and other administrative requirements in support of the facility and maintains all records as required.  

Functions as the facility Environmental Representative. Ensures all environmental regulations are followed, maintains required documents including the Environmental Continuity Binder, ensures the Hazardous Waste Accumulation Point is properly maintained and required checks are performed. Ensures all staff training requirements are completed and records maintained.

Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.  Must be alert to alcohol abuse and take appropriate action.

BASIC REQUIREMENTS: 

  1. Must have graduated from high school or been awarded a certificate equivalent to graduating from high school; (Valid documentation will be required upon hire.)
  2. Three years of work experience in an automotive service garage or an equivalent automotive industry establishment that demonstrates knowledge of the fundamental principles, methodology, and techniques involved in the operational management of automotive service programs.
  3. Must be able to obtain and maintain a Government Owned Vehicle (GOV) operator¿s permit, as required. If operation of a tow truck, forklift, or other GOV is assigned, the incumbent must obtain the appropriate license within 90 days of written notification. Failure to obtain or maintain required licenses may result in disciplinary action.

QUALIFICATION REQUIREMENTS:

  1. Ability to supervise subordinate employees, provide work direction to other employees, and resolve problems or disputes within the activity.
  2. Must have knowledge of retail operations to include; sales, display, cost of goods mark up, reordering points, supply & demand.
  3. Knowledge of NAF policies and procedures or commonly accepted business practices, industry trends, policies, and procedures to include budgeting, inventories, cost controls, and contract agreement.
  4. Demonstrated ability to deal effectively with subordinate staff, supervisor, and management officials as well as patrons using proper tact and diplomacy in professional manner.
  5. Must be able to obtain at least one Automotive Service Excellence (ASE) Certification or equivalent certification in the automotive industry field within 180 days of hire.
  6. Knowledge in operating Microsoft Programs to include Word, Excel, PowerPoint, etc.
  7. Must be able to accommodate a flexible work schedule to include weekends, holidays and nights.
  8. Knowledge of Government of Japan (GOJ) governing regulations for automobile recovery, disposal and recycling procedures is preferred.  
  9. Ability to speak conversational Japanese is preferred.
