As a Supervisory Human Resources Specialist, you will:

  • Serve as the lead human capital management across OHRM. Providing advice informing strategy, addressing concerns, and executing and or overseeing human capital management initiatives.
  • Develop and issue policies, and guidance to integrate customer experience principles into human capital management, ensuring compliance with federal laws, regulations, and OPM directives.
  • Provide leadership and direction for the Customer Experience Office, establishing strategic priorities, long-term goals, and performance expectations for staff engaged in customer engagement, communications, organizational performance, and business operations.
  • Ensure business operations of the Customer Experience Office are effectively manages, including resource allocation, project oversight, budget planning, and risk management.
  • Oversee the development and implementation of performance metrics, dashboards, and reporting mechanisms to assess HR services quality, stakeholder satisfaction, and organizational outcomes.
  • Serve as the principal advisor to senior executives and agency leadership on customer experience and organizational performance issues related to human resources programs and service delivery.
  • Represent the agency in high-level meetings, interagency workgroups, and external partnerships concerning HR service delivery, customer engagement, and organizational performance.
  • Supervise a team of Human Resources Specialist and other staff; assigns work, sets priorities, evaluates performance, provides technical guidance, and ensures effective employee development and accountability.
  • Provide management and oversight of the administrative operations for Office of Human Resources Management (OHRM). Review the operational management of programs and advises and recommends changes in operating procedures.
  • Resolve highly complex sensitive customer issued escalated from subordinate staff and ensures resolution strategies support fairness, transparency, and trust in HR process.
  • Direct a team of specialists, sets priorities, allocates resources, and evaluates program effectiveness to ensure customer-focused HR service delivery that advances agency mission and strategic goals.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under the Department Of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band.

The ZA-V is equivalent to the GS-15 grade level.


Under CAPS, supervisors may be eligible for supervisory performance pay allowing for salaries up to six percent higher than the maximum rate of their pay band, dependent upon performance rating and geographic location.

To qualify at the ZA-V or GS-15 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZA-IV or GS-14 in the Federal service. Specialized experience is defined as experience:

  • Planning, coordinating, and implementing human capital and customer experience programs to ensure customer-focused HR service delivery;
  • Analyzing operational data and performance metrics to identify trends and assist in preparing reports, briefing, and recommendations that improve program effectiveness and customer service outcomes; and
  • Providing administrative and workforce support by coordinating work activities, tracking projects, assisting with resources, and supporting resolution of customer service issues and continuous improvement efforts.

The Office of the Secretary is the general management arm of the department and provides the principal support to the Secretary in formulating policy and in providing advice to the President. It provides program leadership for the department's functions and exercises general supervision over the operating units. It also directly carries out program functions as may be assigned by the Secretary and provides - as determined to be more economical or efficient - administrative and other support services for designated operating units.

The Office of the Secretary consists of the Secretary, certain secretarial officers, designated staff immediately serving those officials and a number of offices which serve department-wide functions or perform program functions directly on behalf of the Secretary.
