Direction/Long-Range Planning:

  • Provides direct supervision and leadership to section chiefs and supervisors within HAS and work with the section chiefs to ensure day-to-day operations are carried out in an efficient and customer-friendly manner.
  • Writes, reviews and develops policies as it relates to the sections that he/she directly supervises within Health Administration Service.
  • Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of the health care system.
  • Provides active and well-informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems.
  • Participates in the formative stages, in overall facility managerial planning to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions.
  • Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
Program Management:
  • Ensures accurate, timely and consistent data is entered into the Medical Center database.
  • Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly, or annually to management.
  • Receives requests from other sources and determines the best method of presenting data to executive leadership.
  • Maintains contact with clinical personnel and other staff in various clinic settings to resolve clinic operation issues to ensure the highest quality care is provided to Veterans and to ensure high customer satisfaction is achieved.
  • Participates in investigating patient complaints related to HAS operations and prepares effective written responses through established mechanisms in a timely manner.
Supervisory:
  • Provides direct supervision and leadership to section chiefs and supervisors within HAS and work with the section chiefs to ensure day-to-day operations are carried out in an efficient and customer-friendly manner.
  • Writes, reviews and develops policies as it relates to the sections that he/she directly supervises Health Administration Service.
  • Discusses, investigates, and responds to employee grievances and dissatisfactions to resolve conflicts.
  • Serves as deciding official for the most complicated service actions.
  • Ensures patients are afforded with due process related to obtaining and/or amending medical record information.
Work Schedule: 8:00am-4:45pm, Monday-Friday
Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thorough knowledge of health benefits management and administration practices, principles and techniques; comprehensive knowledge of complex management and organizational techniques, systems, and procedures to deal analytically and systemically; knowledge of resolving major conflict in policy and program objectives; ability to apply new theories, concepts and/or development to supply program problems; ability to perform key decision making and policy development responsibilities; comprehensive knowledge of advanced principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve unique problems; board knowledge of the organization and functions of activities involved in providing administration management; computer knowledge; knowledge of and skill in applying qualitative and quantitative analytical techniques; and ability to develop guidance on techniques for management and methods for improvement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
