Summary

This position is located in the Farm Service Agency (FSA), Field Operations Staff of the Deputy Administrator for Field Operations (DAFO).

This position serves as the principal resource in providing management, policy guidance, and program interpretation to DAFO's State and County field office structure. Represents DAFO at speaking engagements and staff functions to promote consistency and efficiency in related field operations.

Duties

Help
  • Serves as the principle Agency resource for analysis-based field office staffing models, workload reports and dashboards, optimal office structures and organizational information.
  • Serves as the liaison between FSA and the FPAC-Business Center services, such as Staffing Model, Optimally Productive Office Study, BPMS, OIP, etc.
  • Performs the full range of managerial and technical supervisory duties within the Division.
  • Provides business analytics support to support the implementation of data driven decisions for effective and efficient mission delivery and mission support operations. Anticipates and provides analytical support / requests from Capitol Hill, etc.
  • Represents FSA on inter and intra-agency committees. Represents DAFO and other Agency officials in contacts with Congressional representative and other outside entities in matters dealing with related legislative proposals.
  • Collects, validates, standardizes, and aggregates workload measurement dataflow to allow field operations the ability to measure and adjust administrative resources.
  • Leads the gathering, analysis, development, and presentation of workload analysis products.
  • Provides expert analysis to develop and implement broad programs and initiatives. Develops new program objectives, to implement legislation, regulation or directives and, facilitates achievement program goals and objectives.

Specialized Experience Requirement

For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:

  • Experience that demonstrates expert knowledge of and in-depth experience providing advisory services or authoritative policy interpretations of complex administrative management initiatives such as budget and fiscal management, workload analysis and reporting, human resources management and other administrative services.
  • Experience performing analytical processes and techniques sufficient to evaluating interrelated issues affecting the impact of administrative management initiatives on administrative and program operations and program delivery.
  • Delivering briefings, project papers, status/staff reports, and correspondence in order to foster understanding and acceptance of findings and recommendations.
Education cannot be substituted for specialized experience at the GS-14 grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Financial Disclosure: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
