Summary

This assignment locations will be based upon emergent and critical needs of installation programs across the enterprise where incumbent will serve as an interim manager in the absence of critical management vacancies. The Installation Child and Youth Programs (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years.

Major duties and responsibilities:

Program Operations/Management

  • Responsible for the administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACS, YPs and CYES to facilitate the identification of child care, recreational and educational supports services and options for authorized patrons.
  • Establishes, revises, or reviews policies, procedures, and objectives for the staff, as necessary to eliminate work problems or barriers to accomplishments, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements.
  • Collects and analyzes CYP program data to determine installation program adequacy and effectiveness.
  • Ensures seamless service and continuity of quality options for all children and youth. Develops strategies for program improvement. Initiates and maintains partnerships with both on and off installation organizations serving children and youth.
  • Initiates and maintains partnerships with both on and off-installation local schools. Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs or official CYP sponsored Pre-Kindergarten programs.
  • Oversees CYP food service program to ensure compliance with applicable Navy and USDA food program policies and procedures to include proper meal components and food service/preparation and storage.
  • Serves as the installation liaison with the Regional CYP Manager on all CYP issues.
  • Serves on workgroup to review changes in policy or programming before implementation enterprise wide.
  • May participate in CYP pilot programs or initiatives.
  • Implements and monitors policies to include guidance, fee policies, program registration/enrollment, baseline standards and benchmarks, key management control and space utilization goals. Develops operational procedures to anticipate installation needs and trends and documents results.
  • Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Informs senior management of progress and advises of significant developments that impact plans.
  • Ensures the CYP T&C Specialists develop targeted, integrated training plans that account for the common and unique training needs of CYP staff.
  • Ensures development and implementation of Standard Operating Procedures (SOPs) across the CYP.
  • Coordinates with all Installation Directors to ensure an installation Parent Participation Plan, including a Parent Information Board (PIB) that includes parents and representatives from respective applicable component areas such as CDC, FCC, SAC, and YP is implemented.
  • Ensures inclusion accommodation is facilitated and implemented throughout CYP and facilitates a CYP Inclusion Action Team meetings as required for more complex needs. Acts to attain resources/implement policies to meet command objectives and IAT recommendations.
  • Ensures staff follow risk management procedures (i.e. abuse prevention, identification, and reporting procedures, accident prevention).
  • Oversee expansion of CYP program initiatives to include major and multiple new construction projects, renovation of existing facilities, expansion of program in off-installation location, and developing "cutting edge" childcare, recreational, and educational options that my be replicated throughout the enterprise.
  • Ensures the coordination of CYP-wide events and activities.
  • Coordinates issuance of an installation-wide parent fee letter in accordance with CNIC and OSD policy.
  • Ensures fluid communication among all CYP programs on the installation and with the respective Region.
  • Evaluates requirements for additional resources submitted by subordinate directors and trainers and balances organizational needs with overall operational requirements and resources.
  • Ensures programs attain and maintain DoD certification and National Accreditation IAW Public Law.
  • Ensures local component and MDTI inspections occur within specified timeframes and Ensure Emergency Action Plans (EAPs) are established across the CYP.
  • Ensures programs implement a youth sponsorship program IAW Public Law
Budgeting and Financial Management
  • Compiles program statistical data for reports and data calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for the installation CYP.
  • Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.
  • Oversees the collection, accurate accounting and reporting of funds received from patrons.
  • Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Approves purchases of facility, program, and playground supplies, equipment and furnishings.
  • Adheres to authorized methods of acquisition.

  • Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
  • Must have or be able to obtain and maintain a Security Clearance.
  • Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
  • Must be able to satisfactorily complete all additional Child Care checks in accordance with PL 101-647 and DoDI 1402.05.

Qualifications

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.

  • Mastery knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs that includes, but are not limited to safety, security, disease prevention, employee training, developmentally appropriate activities, parent involvement, and facility management.
  • Mastery knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect.
  • Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program.
  • Knowledge of facility design, functional use, and maintenance concepts; DoN, local and state child and youth regulations and procedures; and other regulations and instructions pertaining to military childcare and recreational services.
  • Knowledge and support of the Navy's EEO program policies, goals and objectives.
  • Skills in program planning, organizing and coordinating to devise and carry out a variety of program components.
  • Strong interpersonal communication and leadership skills to facilitate and organize a collaborative and cohesive installation CYP team.
  • Knowledge of national accreditation and criteria.
  • Skill in establishing positive working relationships with the teams and individuals, leading purposeful interactions, resolving conflict, and maintaining confidentiality for families and employers.
  • Skill in effectively organizing and utilizing appropriate community resources within the program framework to augment the program to meet installation objectives.
  • Ability to communicate effectively both orally and in writing in English and possess strong interpersonal communication skills.
  • Ability to analyze, plan, and, adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  • Ability to work effectively under pressure or on multiple tasks concurrently while meeting established deadlines and changing priorities.

Education

A Bachelor's Degree or higher in Early Childhood Education (ECE), Child Development (CD), Elementary Education, Special Education (concentration in ECE), Home Economics (early childhood emphasis), Child Care Administration or related field of study AND 4 years of full time specialized experience managing and supervising facility-based children and youth programs.

OR

A combination of education and experience; education must include courses in a child related field of study and total minimum of 24 higher level semester hours. In addition four years of specialized experience in managing and supervising facility-based child and youth programs.

Additional information

Executive Order 12564 requires a Federal workplace free of illegal drugs. According to the Executive Order, all Federal employees are required to remain drug free throughout their employment. Commander, Navy Installations Command is a Drug-Free Federal Workplace. The use of illegal drugs will not be tolerated, and use of or intoxication by illegal drugs will result in penalties up to and including removal from Federal Service.

Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.

All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per DoDI 1402.05.

Per Department of Defense Instruction (DoDI) 1402.05 Background Checks on Individuals in DoD Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
