Summary

This position is located in the Division of Risk Management and Audit Liaison (RMAL), Office of Management Assessment (OMA), Office of Management (OM), Office of the Director (OD). The incumbent will provide senior level programmatic and analytical support to the RMAL Director as well as to NIH, DHHS, and Operating Division (OPDIV) officials, to include providing leadership, advice, and guidance on the integrity of key NIH-wide activities risk management and internal controls.

Duties

Help
  • Serve as a senior technical expert and advisor on agency-wide risk management and the annual FMFIA cycle.
  • Lead, plan, and coordinate NIH-wide risk management activities, ensuring timely and high-quality execution across the annual cycle.
  • Analyze agency-wide data to identify risks, strengthen internal controls, and improve operational efficiency and effectiveness.
  • Provide ongoing guidance to leadership and program staff on risk management requirements, FMFIA deliverables, and related federal policies (e.g., OMB Circular A-123).
  • Identify operational gaps, inefficiencies, and control weaknesses; develop and recommend corrective actions and process improvements.
  • Oversee and monitor corrective action plans, ensuring deficiencies and material weaknesses are addressed and progress is reported to senior leadership.
  • Develop policies, procedures, and performance metrics to enhance program integrity, support decision-making, and drive operational excellence.
  • Brief and advise senior NIH and HHS leadership on significant financial and non-financial risks, while collaborating across agencies to benchmark and implement best practices.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Developing and managing risk management and internal control programs; 2) Applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; 3) Providing guidance and interpretation of policies, regulations, and emerging legislation regarding programs; 4) Applying risk management techniques to assess operations and identify deficiencies, develops background data, proposes solutions, and drafts guidelines and procedures for corrective action.
