GS-11: The primary purpose of this position is: To provide nonprofessional mechanical and electronic work to support to manage, monitor, operate and maintain operational and industrial technology (OIT) system(s) through Direct Digital Controls (DDC) and pneumatic control systems sustaining F.E. Warren AFB to include missile field assets.

Duties
  • Monitors and surveys the operation of OIT programs to check/calibrate sensors, actuators and other environmental controlling devises in heating; air conditioning; lighting, ventilation, and distribution systems; electrical substations, emergency generators; water system pumps and flow rates; wastewater sewage pump stations; low pressure boiler, blast and distribution systems, and chilled water systems. Provides expertise to engineers and shop personnel that encompass mechanical, electrical, heating, refrigeration, and air conditioning backgrounds.
  • Responsible to follow policy and guidance to maintain computer hardware and software of the OIT system; which consists of physical and virtual zero client, laptop, and desktop computers which function as operating workstations; servers; and Network Control Modules (NCM).
  • Manages the database writing programs utilizing various software packages to establish energy (temperature, pressure, amps, voltage and gas) threshold levels and decision logic for direct digital controls of environmental mechanical systems such as heating and air conditioning; ventilation; lighting; and water system pumps and flow rates.
  • As the OIT Technician, responsible to install, replace, test, modify and recalibrate direct digital controls (DDC) and operate OIT software.
  • Modifies and adjusts systems and equipment through digital controls when abnormal conditions are detected.
  • Ensure that communication on the network is located and repaired by making adjustments to the OTT network using Data Definitions Language.
  • Perform duties in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays
  • Employees will be required to obtain a government travel card.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position

This is a developmental position; this position may be filled at the GS-09 Target GS-11 grade level, or this position may be filled at the Fully Qualified GS-11 level based on the qualification of the candidate. The individual selected for the GS-09 Target GS-11 position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying: knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. Electronics technicians may have gained experience assisting in work situations including Maintenance, Installation, Fabrication, Testing and Evaluation/Research and Development, Sustainment, Troubleshooting. SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

SPECIALIZED EXPERIENCE GS-10: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of computer hardware, software and programming methods used in environmental control systems; knowledge and skill in the installation, maintenance, testing, troubleshooting and calibration of electronically controlled industrial systems, components, and accessories, including DDC control systems and pneumatic controls; knowledge of electronic theory and circuits and basic logic circuits to power, timing, and motion controls, indicating and counting mechanisms, similar device, and of the principles and trade practices of heating, air conditioning and ventilation systems and equipment; knowledge of electrical and electronic block diagrams, wiring diagrams, and schematics to understand the construction and operation of the industrial controls, troubleshoot malfunctions and understanding of simple logic diagrams to follow the signal and determine appropriate voltage conditions. Knowledge of the principles and trade practices of heating, air condition and ventilation systems and equipment and ability to modify systems and adapt equipment or software to solve a variety of problems and maintain a variety of controls.

SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of computer hardware, software and programming methods used in environmental control systems. Knowledge and skill in the installation, maintenance, testing, troubleshooting and calibration of electronically controlled industrial systems, components, and accessories, including DDC control systems and pneumatic controls. Knowledge and ability applicable to a wide range of HVAC, electrical, pneumatic, and electronic control systems. Ability to modify systems and adapt equipment or software to solve a variety of problems and to maintain a variety of controls. Knowledge of base utility system requirements (i.e., HVAC) to revise computer controlled operating schedules (i.e., change start/stop program, set-point adjustments due to changed conditions) utilizing system control terms for console commands to correct, modify, and adjust program operations based on utility system needs/requirements. Knowledge of electronic theory and circuits and basic logic circuits to power, timing, and motion controls, indicating and counting mechanisms, similar devices, and of the principles and trade practices of heating, air conditioning and ventilation systems and equipment. Knowledge of electrical and electronic block diagrams, wiring diagrams, and schematics to understand the construction and operation of the industrial controls, troubleshoot malfunctions and understanding of simple logic diagrams to follow the signal and determine appropriate voltage conditions. Knowledge of the principles and trade practices of heating, air condition and ventilation systems and equipment and ability to modify systems and adapt equipment or software to solve a variety of problems and maintain a variety of controls.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles of the classified titled or related field.

GS-11
1. Comprehensive knowledge of the operation, capabilities, and limitations of complex electronic systems complicated by a variety of multi-component assemblies and devices; knowledge of electronic theory and circuits and basic logic circuits for power, timing, and motion controls, indicating and counting mechanisms, and similar devices; knowledge of Boolean algebra to construct truth tables and logic equations for analysis of logic circuits; and knowledge of related electrical, mechanical, optical, pneumatic, and hydraulic systems.
2. Knowledge of safety, environmental, and security regulations, practices, and procedures.
3. Knowledge of regulations, procedures, and policies related to records maintenance and documentation.
4. Skill in troubleshooting electronic problems on large projects and applying test procedures; and in the use of hand and power tools of the electronics trade to include a variety of electronic, electrical, or electromechanical test and measurement equipment.
5. Ability to test, calibrate, troubleshoot, overhaul, repair, and install complete electronic systems.
6. Ability to read and interpret a variety of technical data, such as schematics, diagrams, and technical orders relating to the electronics trade.
