Oversee and coordinate a staff of IT specialists involved with all phases of the life cycle of a major finance and/or accounting automated information system.
Assists staff in determining priorities and ensures adequacy of project plans; technical proposals; and the analysis, design, testing, debugging, deployment, monitoring, and maintenance of software and systems.
Performs studies to monitor and improve or enhance a major finance and/or accounting automated information system.
Assists in the administration of contracts and provides input into development of statements of work, establishment of project objectives and project plans, evaluates technical proposals, and monitors contractor’s work performance.
Ensures proper oversight of configuration management control procedures.
Duties will be developmental in nature when the position is filled below the full performance level.

To be hired at the GS-11 level, specialized experience is defined as: Providing input to analysis, design, testing, debugging, deployment, and/or maintenance of software and systems; applying IT principles and practices to in the software development process.
To be hired at the GS-12 level, specialized experience is defined as: Performing analysis, design, testing, debugging, deployment, and/or maintenance of software and systems; developing technical solutions for system changes and designs/concepts.
To be hired at the GS-13 level, specialized experience is defined as: Providing expertise or technical guidance on the analysis, design, testing, debugging, deployment, and/or maintenance of software and systems; developing technical solutions for system changes or designs; and leading or coordinating IT system support activities.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-11 Substitution of education for experience:
A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Combination of education and experience is not applicable for this position.
GS-12 and GS-13:
Education is not substitutable for specialized experience at this grade level.
