Major Duties and Responsibilities:

General Responsibilities (50%)

  • Serves as Applications Coordinator (ADPAC) for the entire VISN 10 MCA Operations team.
  • Ensures all new and existing employees acquire the appropriate computer hardware, software and access needed to complete their job functions.
  • Provides information technology guidance and technical assistance to the VISN 10 MCA Operations Manager, other MCA Staff, MCA Program Analysts at each VISN 10 site, and other users in the VISN.
  • Ensures national and local MCA source data is saved, audited and uploaded to the VISN SQL server for the MCA Operations Team to utilize for monthly processing.
  • Oversees and coordinates installation and maintenance of all MCA PC based software, including installation of patches and troubleshooting of PC software problems related to MCA for users within the VISN. This includes support of Eclipsys software.
  • Coordinates hardware support with facility and VISN IT staff for MCA workstations and DSS servers.
  • Develops user documentation (manuals or online interactive procedures) to support the application program tools developed for access to reports by MCA users.
  • Maintains and supports the VISN 10 MCA SharePoint site.
  • Develops budget estimates and justifications; making sure funds are used in accordance with the operating budget.
  • Prepares budget reports for VISN 10 MCA Operations Manager to share with VISN executive management.
  • Demonstrates intimate familiarity with all DSS subsystems; VA Conversion (VCNV), Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM), Daily Cost Resource Profiler (DCR) and monthly processing steps for each of these subsystems. Several processing steps and validation tools are used in each subsystem. This is a very complex process, requiring close attention to detail and constant process improvement. The data first resides in the local VISTA system, is then transmitted to the Austin Automation Center (AAC) where it is extracted and populated into the DSS system for processing, analysis and reporting. The data is then 'pushed' electronically through each subsystem by a myriad of processing and auditing steps. Each step requires different knowledge of both the DSS system and the operations at the medical centers.
  • Contacts various medical center staff experts to investigate and correct rejects in DSS.
Management Analysis (50%)
  • Tracks, disseminates, and coordinates VISN responses to National MCA Office Audits. Incumbent is also responsible for conducting several routine internal and external audits (Stop Code 674 Audit, Event Capture, MCA Audit Dashboard; High Cost Products, Incorrect Budget Object Codes, Drugs without Variable Supply RVUs, etc.) and working with the MCA Program Analysts at the sites and the consolidated VISN 10 Processing Teams to correct any missing or invalid data in the DSS system.
  • Downloads national inpatient and outpatient outlier reports, parses data and disseminates to VISN 10 MCA Operations Team. Incumbent will note any areas of concern and work with the MCA Program Analysts at the sites to develop an action plan for corrective measures to be taken.
  • Supports the development of new databases based on analysis of current databases and applications in order to meet user requirements; improves data collection and management; reduces duplication of effort; and ensures optimum use of automated systems.
  • Using Structured Query Language (SQL), develops the databases and tests by ensuring, verifying, and correcting data.
  • Writes ad hoc programming in MS Access or other statistical software.
  • Researches and resolves problems, determining if hardware, software or user procedures are the cause and takes corrective action.
  • Collects and compiles statistical data from automated reports and a variety of automated medical data systems to support specific health care cost analysis.
  • Maintains and modifies the MCA program in order to reflect any changes in the hospital functions or in the Department of Veterans Affairs automated systems or policy.
  • Audits input data, i.e. source documents, in order to validate the raw data.
  • Analyzes cost and utilization trends to identify problem areas, provide objective assessment and prioritize and recommend appropriate actions and alternatives.
  • Analyzes historical utilization data to identify trends in demands, outputs produced, type of resources used and other types of available data. Identifies inconsistent data from various automated systems and initiates corrective actions.
  • Reviews and analyzes computer generated cost and budget reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends, and analyzing variances.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge/experience with management principles, theories, administrative procedures and regulations; knowledge/experience of major programs goals and objectives; conduct qualitive and quantitative analysis in measuring and evaluating health care programs, conduct projects, general understanding of accounting systems and various software (i.e. FMS, PAID, clinical packages, Microsoft Office Suite) and skills in written and verbal communication (i.e. present formal briefings, converse in group settings, consult).

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D or equivalent doctoral degree or three years of progressively higher level graduated education leading to such a degree or LL.M, if related.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and required education. Note: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
