Help

As a Investigator (Senior Investigator), GS-1810-14, your typical work assignments may include:

  • Serving as the Senior Investigator by organizing investigative activities in alignment with program needs, the OIG's strategic plan, priorities, and initiatives, while keeping the Counsel to the Inspector General/Assistant Inspector General for Investigations fully and currently informed of significant developments and actual or potential issues affecting the overall investigative program.
  • Evaluating complaints, information, or allegations received through the OIG Hotline or referred through other means to determine whether they fall within the OIG's jurisdiction under the Inspector General Act, applicable laws, regulations, and judicial opinions, and assessing whether the matters warrant further investigation or potential criminal, civil, or administrative action.
  • Initiating, independently developing, and analyzing data to establish complex proactive program initiatives, while independently planning, coordinating, and monitoring comprehensive criminal and civil investigations to ensure timely completion and the cost-effective and efficient use of investigative resources.
  • Preparing investigative reports that demonstrate clear writing, logical organization, accuracy, conciseness, completeness, and compliance with applicable laws, regulations, procedures, and CIGIE Quality Standards for Investigations, while ensuring findings are supported by clear and convincing evidence.
  • Conducting in-depth and complex investigations involving false statements, misappropriation of Government funds, theft of Government property, embezzlement, bribery, contract and procurement fraud, conspiracy, and other potential fraud, waste, abuse, and mismanagement schemes.

IDEAL CANDIDATE STATEMENT

The ideal candidate is a highly experienced investigative professional with demonstrated expertise independently planning, leading, and conducting complex criminal, civil, or administrative investigations involving fraud, waste, abuse, employee misconduct, or misuse of government resources. They possess strong analytical and investigative judgment and are skilled at evaluating allegations, determining investigative merit and jurisdiction, and developing effective investigative strategies in sensitive and complex environments.

The ideal candidate has experience analyzing investigative evidence from interviews, financial records, electronic data, contracts, and other documentary sources to develop legally supportable findings and recommendations. They are an exceptional communicator capable of preparing clear, concise investigative reports and presenting findings to senior leadership, law enforcement officials, and other stakeholders.

They demonstrate professionalism, integrity, discretion, and the ability to build collaborative relationships while contributing to investigative program improvements, policies, and procedures.

MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Investigator (Senior Investigator) GS-14 grade level.

Specialized experience includes:

  • Experience independently planning, leading, and conducting complex criminal, civil, or administrative investigations involving fraud, waste, abuse, employee misconduct, procurement fraud, or misuse of government funds or resources; and
  • Experience evaluating allegations, complaints, or investigative referrals to determine jurisdiction, investigative merit, potential violations of Federal laws or regulations, and appropriate investigative or administrative actions; and
  • Experience obtaining, analyzing, and synthesizing investigative evidence from interviews, financial records, contracts, electronic data, payroll records, or other documentary evidence to develop legally supportable findings and recommendations; and
  • Experience preparing comprehensive investigative reports and supporting documentation that clearly present investigative findings, analysis, conclusions, and recommendations in compliance with established investigative standards and legal requirements; and
  • Experience coordinating investigative activities and maintaining liaison with Federal, State, or local law enforcement agencies, attorneys, management officials, or other stakeholders regarding investigative matters, case development, or corrective actions.

Optional Four Essay Questions

For evaluating the quality of applicants for referral to the selecting official, a four-phased process will be used.

Phase 1: Applicants resume and supporting documents are reviewed by Human Resources (HR) to ensure they meet the minimum qualification requirements.

Phase 2: Applicants who are minimally qualified will be advanced to a Structured Resume Review assessment conducted by a Subject Matter Expert (SME) panel. SMEs will review your resume to determine your technical qualifications for this position based on the required specialized experience.

Phase 3: Applicants passing the Structured Resume Review assessment will be advanced to a Structured Interview conducted by a Subject Matter Expert (SME) panel. SMEs will assess your ability to perform the required competencies.

Phase 4: A final score which combines the scores from all assessments will be determined. The scores will be used to identify the top-rated applicants. The top-rated applicants will be referred to the selecting official for consideration and may be required to participate in one or more interviews as part of the hiring process.

The Rule of Many
The NLRB uses the Rule of Many which ranks job applicants numerically and allows for selection from a broader, top-ranked pool. Applications will be evaluated and rated using the Rule of Many procedures under 5 C.F.R. §332.402 based on a set number, score or percentage of highest ranked eligibles. Preference eligibles will receive 5 or 10 points added to their score based on the adjudicated preference. All eligibles at or above the pre-determined number, score or percentage, including any preference eligibles with a service-connected disability of 10 percent or more, at any score, will be referred to the selecting official for consideration.
