This position is located in the Department of Policy and Evaluation (DPE), Millennium Challenge Corporation (MCC). The M&E Division within DPE supports the design and implementation of results-focused development programs and leads the monitoring, independent evaluation, and reporting of program results.

Although the position is advertised equivalent to GS-12/13, MCC uses a pay-band system to compensate employees. This position is pay band 4b/4A which is generally equal to GS-12/13.

Duties

Help

The incumbent of this position will assist in ensuring accurate, timely, and actionable monitoring and evaluation (M&E) of MCC funded programs to support agency accountability and learning. This is done by engaging on program design to ensure the problem to be solved and the theory of change are clearly defined, supporting the establishment of M&E plans in coordination with partner country counterparts. As a Program Officer/Senior Program Officer (Monitoring & Evaluation (M&E), you will:

  • work on country teams to ensure that program implementation and evaluation remain consistent with plans, manage independent program evaluations, and report and disseminate program results to internal and external audiences.
  • provide technical support and guidance to country teams and partner countries throughout the program life cycle on the development and updating of logical frameworks (theories of change) and program M&E Plans to document performance indicators, data sources, and evaluation plans.
  • assist with implementing the program M&E Plan, including quarterly aggregation, verification, reporting, and analysis of monitoring data; support and oversight of evaluation-related data collection (i.e., quantitative and qualitative data collection methods); data quality reviews and related remediation efforts; review of evaluation deliverables; contract management; and management of the program M&E budget;
  • review quarterly performance data for timeliness and accuracy and support the analysis and use of this data to inform decision-making.
  • review program operational documents produced by MCC country teams and partner country entities to ensure alignment with the M&E Plan and adherence to the M&E Policy
  • establish and maintain close working relationships with the M&E officers in the partner country to assist them in implementing the program M&E Plan.
  • construct and manage databases of information, especially related to tracking and reporting on the results of development projects.
  • support effective reporting and dissemination of program results to internal and external stakeholders in accordance with relevant MCC policies and guidelines.
  • develop the Terms of Reference for and manage independent evaluation contracts.
  • provide status reports and updates on country programs and issues.
  • monitor trends in development research and practice and identify opportunities to apply this learning to MCC programs and evaluations.
  • perform other tasks as assigned

Qualifications

To qualify for Pay Band 4B you must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4C (GS-11) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: monitoring and evaluating (M&E) international development projects; developing and updating logical frameworks (theories of change) or program M&E Plans; conducting evaluations or related analytical research of project results, and presenting findings and recommendations; constructing and managing databases of information related to tracking and reporting on the results of development projects; acting as liaison with individuals and groups both inside and outside an organization; and managing contracts. Note: This experience MUST be well documented within your resume or application.

Note: This experience MUST be well documented within your resume or application.

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position.
