  • Directs and coordinates policy, regulatory, and program support activities affecting NRCS programs, Farm Bill implementation, and agency operations
  • Conducts complex analyses on appropriations, allocations, business resources, and program performance to inform senior leadership decisions.
  • Serves as an authoritative representative on interagency teams, committees, and workgroups; prepares and delivers briefings, issue papers, and responses to Congressional and Departmental inquiries.
  • Works with Deputy Chiefs, Deputy Assistant Chiefs, State Conservationists, and national centers to align policy, program delivery, and strategic outcomes.
  • Interprets laws and regulations, develops national program rules, and ensures policies support NRCS mission requirements and resource stewardship goals.
  • Assigns work, sets priorities, evaluates performance, resolves personnel issues, and manages staffing, training, awards, and disciplinary actions.
  • Leads budget formulation, funding requests, business planning, and operational controls to ensure compliance with laws, regulations, and agency policy.
  • Identifies operational challenges, develops solutions, and recommends improvements to internal processes, long-range plans, and program effectiveness.
  • Coordinates policy-related activities and ensures interdisciplinary review and collaboration across government entities.
  • Produces analytical reports, legislative recommendations, testimony, and briefing materials used by senior leadership and external stakeholders.

  • Required to submit Confidential Financial Disclosure Report Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

To qualify for the GS-15 level, you must possess at least one year of specialized experience equivalent to the GS-14level or higher in Federal service, or comparable experience not gained through Federal service. specialized experience is defined as: Leading major policy or program activities at the national level. Managing an organization's planning, budgeting, and operations. Working with senior leaders and partners to resolve complex program issues. Supervising staff by assigning work, reviewing performance, and supporting employee development.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Education

The substitution of education is not qualifying for the GS-15 level.

Additional information

This recruitment is for a temporary promotion not to exceed (NTE) 2 years while the permanent incumbent is temporarily unable to perform the duties of this position. Temporary promotions may be terminated at any time. A temporary promotion made under competitive procedures may be extended up to five years if it meets the needs of the organization. At the end of a temporary promotion, the employee will be returned to his/her original position or to a position of the same pay/grade and in the same geographic location as his/her original position. This temporary promotion may be made permanent without further competition.

Locality Pay: The salary for each location may vary depending on geographically defined locality pay areas. Locality tables may be found at Office of Personnel Management Salaries and Wages.

Telework: This position is eligible for telework as determined by the agency policy.

Bargaining Unit: This is a non-bargaining unit position.
