Help

Duties include, but not limited to, the following:

  • Serves as the agency’s principal expert for financial and operational internal controls, leading ongoing evaluation and continuous implementation and improvement of the internal control program.
  • Leads development of risk assessments and risk‑based testing plans aligned with OMB Circular A‑123 Appendix A, Management of Reporting and Data Integrity Risk and Appendix C, Requirements for Payment Integrity Improvement to inform the testing frequency for operations and financial reporting cycle strengthen financial reporting, data integrity, and payment integrity.
  • Conducts A‑123 assessments and issues formal written results that include an assessment on compliance with established policies and procedures and recommends corrective actions and operational improvements that drive corrective actions and operational efficiency.
  • Oversees corrective action planning, monitoring, and tracking, and serves as the EXFM administrator of the audit corrective action database and review of management responses.
  • Oversees the annual Statements of Assurance process; contributes to the Agency Financial Report by developing content related to internal controls, assurance, and regulatory compliance.
  • Serves as audit liaison to OIG and external auditors, acts as COR Level II, and collaborates with the Risk Manager as a technical authority on the Risk Management Council.
  • Perform other duties as assigned.

As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period (depending on your status) during which we will evaluate your fitness and whether your continued employment advances the public interest.   • whether your continued employment would advance organizational goals of the CPSC or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.

Qualifications

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

  1. Application of OMB Circular A-123, the annual statement of assurance process and conducting A-123 test of design and effectiveness assessments;
  2. Developing policies, procedures, and strategies that advance the maturity of the internal control program; 
  3. Advising senior leadership on internal controls compliance; 
  4. Developing and/or performing organization wide risk assessments via communication with the agency organizational offices; AND
  5. Application of Risk Management and identification of relevant risks for inclusion into an agency risk register.

Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.  Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify:

A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

There is no substitution for specialized experience at this grade level.

CPSC headquarters employees (Bethesda, MD) will be relocating to 441 G Street NW, Washington, DC. This position will transition to the new location upon completion of the move. The transition is expected to be completed by the end of 2026.
