Help

As a, Human Resources Specialist (Benefits) (HR Benefits Program Specialist), GS- 0201-13, your typical work assignments may include:

  • Administering the full range of federal benefits services, maintaining expert knowledge of the Federal Employees Health Benefits (FEHB) Program, Federal Employees Dental and Vision Insurance Program (FEDVIP), Federal Flexible Spending Account Program (FSAFEDS), Federal Long-Term Care Insurance Program (FLTCIP), Federal Employees' Group Life Insurance (FEGLI), Thrift Savings Plan (TSP), Mass Transit Program, Federal Milestone Program, Childcare Subsidy Program, Unemployment Claims and Office of Workers' Compensation Program (OWCP).
  • Serving as an onsite advisor, providing counsel, advice and support to employees and managers on employee benefits programs. Represents the agency in external matters and provides presentations at retirement and benefits seminars, communicating program requirements and guidance to stakeholders.
  • Regularly researching and applying laws, regulations, policies, and guidance governing all federal benefits programs to ensure compliance and continuous improvement.
  • Preparing comprehensive benefits and retirement related documentation, presentations, including retirement and benefits guidance, official letters, memos, emails, internal guidance, maintains tracking databases and develop forms and checklist, while maintaining accuracy rate.
  • Utilizing HRIS systems and office automation tools to create, edit, store, or maintain spreadsheets or databases, etc. and to retrieve essential documents, ensuring compliance with digital recordkeeping standards and maintain the integrity of the information.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Human Resources Specialist (Benefits) (HR Benefits Program Specialist) position will have experience administering and advising on federal employee benefits and retirement programs, including health and life insurance, TSP, and FERS/CSRS. The candidate should demonstrate strong analytical skills and the ability to interpret and apply complex laws, regulations, and policies. Excellent communication and interpersonal skills are essential to effectively counsel employees and collaborate with management and external partners. The ideal candidate will also be detail-oriented, able to manage multiple priorities independently, and committed to delivering accurate, high-quality service.

MINIMUM QUALIFICATIONS
To be qualified for this position at the GS-13 level, applicants must have one year of specialized experience equivalent to the GS-12 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of an Human Resources Specialist (Benefits) (HR Benefits Program Specialist) at the GS-13.

Specialized experience includes:

  • Experience administering and providing expert advisory services on federal employee benefits and retirement programs, including determining retirement eligibility, preparing annuity estimates, counseling employees on benefits options, and processing retirement and benefits actions in accordance with applicable laws and regulations; and
  • Experience interpreting and applying complex federal laws, regulations, and policies related to employee benefits and entitlements, and using this knowledge to standard operating procedures, recommending program improvements, and resolve complex or sensitive issues; and
  • Experience providing individualized and group counseling, training, or briefings to employees, management, and senior officials on benefits and retirement topics.

Optional Four Essay Questions

For evaluating the quality of applicants for referral to the selecting official, a four-phased process will be used.

Phase 1: Applicants resume and supporting documents are reviewed by Human Resources (HR) to ensure they meet the basic qualification requirements.

Phase 2: Applicants who are minimally qualified will be advanced to a Structured Resume Review assessment conducted by a Subject Matter Expert (SME) panel. SME will review your resume to determine your technical qualifications for this position based on the required specialized experience.

Phase 3: Applicants passing the Structured Resume Review assessment will be advanced to a Structured Interview conducted by a Subject Matter Expert (SME) panel. SMEs will assess your ability to perform the required competencies.

Phase 4: A final score which combines the scores from all assessments will be determined. The scores will be used to identify the top-rated applicants. The top-rated applicants will be referred to the selecting official for consideration and may be required to participate in one or more interviews as part of the hiring process.
