Help

This position serves as a Personnel Security Specialist, and the work assigned is of a very confidential, complex, and highly sensitive nature. This position performs the security-related functions in support of a Network Personnel Suitability and Credentialing Program (hereinafter, "Personnel Security Program") within a Shared Services Unit and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment.

Duties:

  • Responsible for the day-to-day activities of the Personnel Security Program.
  • Conducts security and suitability adjudications related to background investigations.
  • Reviews completed suitability investigations with the purpose of providing recommendations on pre-employment and continued employment considerations.
  • Determines the impact of potential adverse or derogatory information; exercises personal judgement and discretion to evaluate the nature of information received and recommends or takes appropriate action.
  • Recommends or takes action on cases where the facts are not completely ascertained, or where there is contradictory evidence or incomplete, inconclusive or controversial material.
  • Make preliminary assessments of possible material intentional falsification in examination or appointment.
  • Perform initial intake for post-appointment arrest (PAA) reports received from VA Central Office (VACO) or the VA-AC.
  • Utilizes Veterans Affairs Centralized Adjudication Background Investigation System (VA-CABS) to perform all functions related to the adjudication of background investigations.
  • Forward PAAs to the Employee/Labor Relations section and defer to E/LR Specialists when there is potential for adverse action on a non-probationer based on criminal information.
  • Draft and issue Proposed Action Letters (PALs) to applicants and appointees whose investigative results contain actionable suitability information.
  • Testify at formal hearings regarding the personnel security process and justification for any administrative suitability action that may have occurred during the pre-employment or postemployment process.
  • Notifies proper management officials when pertinent suitability information appears in investigative reports.
  • Implements the policies and procedures for the Personnel Security Program.
  • Ensures that the program meets all legal and mandatory requirements and that all agency regulatory requirements are followed.
  • Responsible for technical guidance and advice on matters pertaining to personnel security.
  • Provides authoritative information and assistance by administering programs for continuous evaluation of personnel.
  • Advises the lead/supervisor on matters about reinvestigation requirements and related matters concerning the maintenance of current background investigations.
  • Performs other related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-time; Monday - Friday; 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-7 GRADE REQUIREMENT:

Specialized Experience: Must have one full year equivalent to at least the next lower grade level (GS-5) in Federal service that equipped you with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience includes but is not limited to: Skill to reviewing requests for personnel or facility security clearances to assure that all required information is provided. Skill in requesting missing information from the originators and granting clearances when derogatory information is absent. Skill in reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists, and reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education leading to a master's degree; OR Superior Academic Achievement: Applicants who have successfully completed four (4) years of education above high school level leading to a Bachelor's degree may qualify based on: (1) class standing, (2) grade-point average, or (3) honor society membership. GS-9 GRADE REQUIREMENT:

Specialized Experience:
Must have one full year equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience includes but is not limited to: Skill in security principles, concepts, and methodologies in carrying out assignments and developing skills by performing limited independent work. Skill of criteria, equipment, or techniques for security specialization to resolve well-defined questions or conditions. Skill in security criteria involving considerations such as clearance level required, adjudication of security clearances when clear-cut derogatory information is present in the investigative information, nature of materials or information to the protected, cost-benefit relationships for security devices or equipment systems, and similar considerations.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; OR two full years of progressively higher-level graduate education leading to a master's degree; OR LL.B or J.D., related to this position. GS-11 GRADE REQUIREMENT:

Specialized Experience: Must have one full year equivalent to at least the next lower grade level (GS-9) in Federal service that equipped you with the particular knowledge, skills and abilities to perform the duties of the position. Specialized experience includes but is not limited to: Skill in Interpreting policy originating from higher organizational levels for local adaptation. Skill to resolve difficult and complex security problems such as overlapping and conflicting requirements within the Personnel Security Program, which is also complicated by the geographic locations of the different divisions and clinics. Skill in security program interrelationships, i.e., personnel and information security, for the purpose of coordinating objectives and plans for the Personnel Security Program. Skill in safety and service level risk assessment procedures to handle these functions as the Personnel Security Specialist and to ensure compliance with regulations, policies, and procedures.

Physical Requirements: The work is sedentary. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Some employees may carry light items or drive a motor vehicle. The work does not require any special physical effort.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
