Duties

Help

This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch of the Army National Guard. The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.

1. Plan, organize, and direct the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same.

2. Ensure that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions.

3. Estimate and obtain the necessary program funds and determines their allocation. Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program. Arranges for tuition assistance for the student.

4. Serve as the coordinator and senior Test Control Officer for the DANTES testing section to include ordering, receiving, accounting, and safeguarding test material with appropriate security measures; and disseminates program guidance for examinations.

5. Develop, collect, analyze and disseminate data on educational and incentive programs through continuous evaluations. Coordinates with other Education Services Specialists, officials or professors of educational institutions or professional education societies in providing guidance and assistance in occupational information, scholarship requirements, Army service schools and college acceptance.

6. Other duties as assigned.

  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Must be able to obtain and maintain a Secret Security Clearance
  • Participation in direct deposit is mandatory.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Area II: Current Competitive and Excepted Federal employees nationwide and individuals eligible for veterans' preference.

GENERAL EXPERIENCE: Administer, supervise, promote, coordinate, conduct and evaluate programs, activities, and opportunities designed to provide individualized career or self development education plans.

SPECIALIZED EXPERIENCE: Experience in managing the function of work to be performed. Experience that includes leading, directing and assigning work of personnel.

Education

Degree: At least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below.

At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

  • If you are currently serving on active duty and expect to be released or discharged within 120 days you must submit documentation related to your active-duty service which reflects the dates of service, character of service (honorable, general, etc.), and dates of impending separation.
