Duties

Help

Serves as the Assistant Chief of Staff, (ACoS, G8), U.S. Army Pacific. Provides direction for and manages the overall resource management (RM) program for USARPAC, to include critical functions of providing RM advice to the USARPAC CG, his staff, and subordinate commanders; performing strategic planning and management of the RM program; providing continuing policy and operational direction to the G-8 staff; exercising staff control of RM operations throughout the USARPAC area of responsibility; and planning, programming, developing, coordinating, advising on, and directing the activities of the USARPAC-wide RM system. More specifically, incumbent (a) serves as principal advisor to the CG, DCG and Chief of Staff on matters concerning management, distribution of resources, and management systems requirements; (b) presents and defends programming and resource allocations required to accomplish the USARPAC mission; (c) directs development and maintenance of controls and procedures required to provide information and analysis of programs, resources, and performance as a basis for management decisions; (d) directs and participates in activities related to cost effectiveness; (e) establishes and exercises staff supervision over the USARPAC Planning, Programming, Budgeting and Execution System (PPBES); (f) directs the preparation, development and execution of the annual operating budget for HQ USARPAC; (g)designs and operates the cost analysis system for the Command; (h) provides advice and assistance to the supporting finance command in policy and planning; and (i) serves as USARPAC's Comptroller Career Program Manager. USARPAC, a major command for Department of Army, exercises Army mission responsibilities in Pacific (36 nations and territories). The U.S. Army Pacific (USARPAC)Commanding General (CG) and Deputy Commanding General/Chief of Staff provide extremely broad policy and program guidance and consult with the incumbent on various technical and specialized matters relating to Command Resources Management (RM) program. Command strength is approximately 106,000 Soldiers, 11,400 Army Civilians, and 78,000 Family Members. USARPAC is comprised of three regionally aligned Major Subordinate Commands (MSCs) and seven functionally aligned Theater Enabling Commands (TECs). Administration of the $2.0 billion Command budget involves five appropriations, funding and associated controls for two currencies, and distribution made to seven Funding Allowance Document (FAD) holders. Oversees a staff of 62 employees and has direct supervision over 3. Incumbent is responsible for program accomplishment, and work is reviewed in terms of overall effectiveness in accomplishing missions.

CONDITIONS OF EMPLOYMENT:

  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision-making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. You must sign a mobility agreement.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification.

TQ1: Ability to formulate, assess and develop resource management policy, congressional delegations and negotiations with host nations on matters of the most sensitive concerns, interest and responsibility. Articulates, defends and negotiates USARPAC resource needs with HQDA, INDOPACOM, OSD and congressional delegations.to achieve desired effects across a large, multi-disciplinary and complex and networked organization. Analyzes the DOD/Army resource climate and recommends prudent levels of financial risk to maximize execution of available resources Develop and provide
technical advice and assistance to the Commander in support of USARPAC-related finance and accounting operations.

TQ2: ???????Demonstrated exceptional leadership and oral communication, writing, and briefing skills successfully demonstrated before all levels of
government, with skill in successfully communicating upwards to senior Joint Staff, OSD and interagency leadership and downwards to staff on complicated interagency problems and crises, including State, Local, Foreign, Faith-Based, and Private Sector leaders and personnel.
Expert in receiving commander's vision/guidance and translating it into actionable staff efforts across combined and joint forces.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

QRB Assessment Process: If you are selected for this position, your Executive Core Qualifications (ECQs) will be evaluated by the Office of Personnel Management's Qualifications Review Board (QRB). Beginning in FY 2026, OPM has implemented a structured interview process as the method for assessing ECQs. As part of the QRB certification process, you will be required to participate in a structured interview administered by OPM, which will be used to determine whether you meet the Executive Core Qualifications for entry into the Senior Executive Service.

Unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
