Summary

Permanent - THIS IS AN INDEFINITE POSITION: This position lasts for an unknown or unstated length of time and is not Permanent, but may become Permanent.
This vacancy announcement is for a Dual-Status Technician position which requires active membership in the New Jersey National Guard (uniformed military service). Official appointment is not effective until membership within the New Jersey National Guard is confirmed by the gaining Human Resources Office.
Advise and provide counsel to employees regarding policies, procedures, and directives of management
Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements
Monitor and evaluate contractor performance for compliance with terms and conditions of contracts and ensure timely submission of technical progress reports and performance metrics
Analyze price and cost elements of the proposed change(s) and obtain audits when required
Select appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems
Resolve problems that limit competition and modifies clauses that discourage potential offerors
Execute post-award contract performance management actions on assigned contracts
Prepare final contract to include appropriate standard clauses and special provisions, final pricing and payment terms, and incentives
Compatible military assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Qualifications
General Experience:
All series personnel must be certified at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
Specialized Experience:
Must have at least 12 months of broadening contracting experience equivalent to at least GS-1102-11 level that provided full competencies of contracting principles and procedures that included the following activities: Developing and Negotiating positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.
Defense Acquisition Workforce Improvement Act Certification
Appointment as a GS-1102-12 is dependent on level 2 completion and supervisor concurrence.

Current military members who occupied a similar occupational specialty to the GS-1102 on/or before September 2000, are also exempt from meeting this requirement.
The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce.
Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS-1102 career field.
Initial hire applicants must complete the certification requirements for the position within 24 months of selection.
