Duties

Help
  • Duties are described at the full performance level GS-11. If selected at the GS-09 level, duties will be performed in a developmental capacity under close supervision.
  • Perform data analysis to ensure that the data entered into Defense Medical Human Resource System -Internet (DMHRSi) reflects an accurate picture of the MTF’s workload and labor costs.
  • Coordinate with clinics and supervisory personnel to ensure proper data collection.
  • Reconcile personnel costs with the Defense Civilian Payroll System (DCPS) and with the General Fund Enterprise Business System (GFEBS).
  • Prepare financial and accounting data to leaders and customers.
  • Use regulatory, financial, and accounting information sources of information to provide thorough analysis to customers, supervisors, and leaders.
  • Monitor operation of the assigned financial systems, providing advice and instructions in their use.
  • Provide critical business case analysis to the Military Treatment Facility utilizing the Expense Assignment System (EAS).
  • Track manpower and readiness utilizing DMHRSi.
  • Ensure the accuracy of data inputs and outputs to and from DMHRSi.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the incumbent to have Tuberculosis testing.
  • This position may require the incumbent to work on call during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • You may be authorized to Telework on a Situational basis.
  • Must complete training and meet position requirements for certification at Level FMC02-FM Certification Level 2 within 2 years of appointment.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Lifting: Lifting up to 10 pounds may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for the GS-09 level:

Specialized Experience: One year of specialized experience which includes preparing, analyzing data HR and financial data that support decision making with in Medical Treatment Facility (MTF); providing accounting guidance; conducting statutory and regulatory analysis for compliance with policies; reviewing financial documents and operating financial management automated systems to ensure efficient processing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as finance, accounting, statistics, or business management (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Basic Requirements for the GS-11 level:

Specialized Experience:One year of specialized experience which includes; Oversee the accuracy and consistency of data within financial management platforms., Prepare financial and accounting data to leaders and customers, Use regulatory, financial, and accounting information sources of information to provide thorough analysis to customers, supervisors, and leaders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, accounting, statistics, or business management from an accredited college or university.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
