Duties include but are not limited to:

  • The incumbent serves as a Supervisory Program Application Specialist (PAS) within the Health Administration Service (HAS), providing direct leadership in the HAS to include Business Office functions (Eligibility, Enrollment, Patient Travel, Emergency Room administration, Medicine, Surgery, and Dermatology scheduling; Primary Care and Optometry; Rehab scheduling; Mental Health Clinic support to include the Community Based Outpatient Clinics (CBOCs).
  • Assess the productivity, effectiveness, and efficiency of program operations and to analyze and resolve problems in the staffing, effectiveness, and efficiency of administrative support, staff activities and technical hardware, equipment and software applications.
  • The incumbent of this position provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.
  • Coordinates ongoing data collection and analysis and uses knowledge of System Redesign principles to determine organization.
  • Incumbent conducts business process modeling, projects and studies that will impact on the overall functions of the services in such areas as, policy development and implementation, work methodology, processes, streamlining, etc.
  • Constitutes a major duty occupying at least 25% of the position's time, as incumbent provides administrative and technical supervision, typically at leas four (4) or five (5) positions.
  • Plans and carries out projects to improve the efficiency and productivity of the Medical Center Area of HAS.
  • Identifies, analyzes, and makes recommendations to resolve problems and situations that may require substantially altering existing systems or establishing criteria.
  • Responsible for planning and scheduling ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration.
  • Adjust staffing levels or work procedures within their organizational unit(s) to accommodate resource allocation decisions made at higher echelons.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: In addition to the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: data processing, accounting, budget, health care systems, data security, medical record, patient information management system, management principles, Patient enrollment and eligibility. (Must be in resume).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
