Duties

Help

As the Chief Information Officer (CIO) in the Cybersecurity and Infrastructure Security Agency (CISA), you will serve as the CISA liaison to the DHS CIO and participate in information technology (IT) planning, oversight, and leadership initiatives. You will lead the delivery of CISA enterprise-wide solutions and services to meet the Agency's internal Information technology and communications needs. You will create and oversee policies and procedures facilitating activities such as IT strategic planning, architecture, capital planning and investment control for IT investments, and participation in DHS and CISA governance bodies. You will serve as the executive overseeing the programs setting the technology strategy of the Agency (Chief Technology Officer) and ensuring the security of the IT systems of the Agency (Chief Information Security Officer).

As a Senior Cybersecurity Executive in the DHS Cybersecurity Service, you will lead and oversee multifaceted aspects of OCIO's mission, programs, and personnel. You will apply your technical executive leadership expertise to:

  • Serve as an Agency strategic advisor to the CISA Deputy Director, aligning IT objectives and programs with Agency strategy, ensuring a steady state IT operations environment.
  • Develop and monitor business performance criteria and service levels, contingency planning and support for business continuity, logistics for hardware and software assets, and long-range planning for the sustained growth of a modern IT business enterprise.
  • Oversee IT acquisition programs in coordination with DHS, implementing statutory requirements such as FITARA, and ensuring compliance with OMB policy (e.g., Improving the Acquisition and Management of Common IT).
  • Manage day-to-day enterprise IT service operations and communication needs for a national Agency, with a regional footprint (e.g., customer advocacy, project management, asset management, software license management, and IT support operations).
  • Actively oversees monitoring of IT projects ensuring quality, performance, and on schedule delivery within budget.
  • Manage the IT investment review process, recommending new IT projects, program activities, priorities, and funding in support of the CISA Mission, anticipating future IT business enterprise needs.
  • Develop recommendations for revisions to funding, and exercise authority to reprogram funds within budgetary allotments in alignment with Federal Acquisition Regulations, OMB Circular A-11, the EGovernment Act, OPM regulation/circulars and/or the roles and responsibilities delegated to the Chief Information Technology Officer through the Clinger-Cohen Act.
  • Lead and supervise a diversely skilled staff engaged in substantive professional, technical, and administrative work of an IT management nature.
  • Provide leadership, oversight, and guidance to subordinate managers developing policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational information technology activities.
  • Provide leadership, oversight, and guidance with developing and managing administrative processes or procedures in a large or complex department, agency, or program.
  • Provide Subject Matter Expertise (SME) and leadership in large-scale transformation and migration activities from legacy computing environments to modern integrated business enterprises, from concept to implementation and sustainment.

Senior Cybersecurity Executives generally have 15 + years of cybersecurity work experience and 5+ years of leadership experience and are either:

  • Capable of serving as an executive-level cybersecurity manager who serves as a Component senior functional authority--or DHS-wide leader--and oversees multiple, highly visible Component or DHS cybersecurity programs; or
  • Capable of serving as a seasoned cybersecurity executive who serves as a DHS-wide cybersecurity leader overseeing expansive, national cybersecurity programs, and multiple multi-level organizations as direct reports to presidential appointees

Senior Cybersecurity Executive: $190,300 - $257,600

Background Investigation: To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. All DHS Cybersecurity Service applicants participate in a multi-phase assessment process, which varies by career track. For the Executive Career Track, applicants participate in a two-phase assessment process:

  • You must successfully complete Phase I to be invited to advance to Phase II.
  • The total time commitment for both phases is approximately 4 hours (many applicants require less time!).
  • Before each phase, DHS will e-mail you instructions and information to help you prepare.
  • Monitor your email to ensure you have plenty of time to complete assessments prior to any deadlines or request an extension, if necessary.
PHASE I: ONLINE ASSESSMENTS
  • Unproctored - you choose the time and location.
  • Includes three assessments: (1) an executive work simulation that you will have up to 4 hours to complete; (2) an executive situational judgement test that you will have up to 3 hours to complete; and (3) a leadership behavioral index test that you will have unlimited time to complete.
  • The three assessments take about 3.5 hours (on average) to complete.
  • No knowledge of DHS is required for these assessments.
  • Requires a computer with audio (speakers or headphones) and a reliable internet connection.
PHASE II: STRUCTURED INTERVIEW
  • Online video or in-person interview - you coordinate with DHS to schedule
  • 1 hour to complete
  • Discuss your cybersecurity career journey, including the cybersecurity specializations (called technical capabilities in the DHS Cybersecurity Service; visit here to learn more about the technical capabilities) in which you have the most expertise and experience.
  • Provide your responses to interview questions, including work-related scenarios to assess your capability to lead technical cybersecurity talent and cybersecurity-focused organizations.
