Summary

The primary purpose of this position is to serve as a Transportation Assistant, providing call center, billing, shipping, and storage section-level services/support to Department of Defense (DoD) and/or US Coast Guard customers at a large regionalized Joint Personal Property Shipping Office.

This is a developmental position with known promotion potential to the GS-07.

Duties

Help

  • Responsible for the coordination on all aspects of shipping/storage of goods.
  • Interprets guidelines and instructions, determines the approach, and adapts the process, to resolve customer concerns.
  • Estimates or validates charges, not limited to handling services, temporary storage, third-party services, mileage rates and accessorial services.
  • Conducts statistical samplings and audits to execute program oversight of commercial industry.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:FOR GS-05/06
  1. Knowledge of basic principles of the classified titled or related field.
  2. Skill in communicating factual and procedural information clearly, orally and in writing.
  3. Ability to learn basic techniques of the classified title.
  4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  5. Ability to plan and organize work and consult effectively with co-workers.
FOR GS-07
  1. Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and limitations/capabilities of the different transportation modes.
  2. Knowledge of government and multi-service/U.S. Coast Guard transportation regulations, policies and guidelines, including Comptroller General Decisions and traffic management policies and procedures.
  3. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate.
  4. Skill and ability to utilize technical and functional experience with developing and recommending solutions to complex transportation problems and initiatives.
  5. Ability to communicate/respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of personal property.
  6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Also, have the ability to communicate effectively both orally and in writing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102.

GS-05
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standardized transportation instructions, regulations, procedures, and operations to perform a full range of standard transportation clerical duties and resolve recurring problems pertaining to the personal property function. Knowledge of the structure and content of transportation documentation (e.g., tenders, bills of lading, invoices, travel orders, or vehicle accident or usage reports) to investigate and resolve routine or recurring discrepancies, check documents for accuracy, or perform comparable actions that are covered by established procedures. Knowledge of pertinent transportation automated systems to input standard information or adjustments, produce recurring reports, initiate corrections to transportation documentation, etc. Knowledge of frequently used and clearly stated regulations to respond to recurring questions from customers, commercial carriers, or others which are applicable to individual personal property shipments. Knowledge of word processing equipment and function keys to perform several basic office automation functions such as storing and retrieving electronic documents, activating a printer, inserting and deleting text, printing standardized paragraphs from a glossary, producing forms and form letters, entering data into a predefined spreadsheet or database, and transmitting and receiving electronic mail. Knowledge of grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondence/documents.

Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

GS-06

Knowledge of personal property shipping and storage entitlements and difference between entitlements among the different branches of service members and civilians to inform them of entitlements and limitations authorized by the government, mover's liabilities, and non-shipment of prohibited items. Interprets and applies transportation and traffic management relations, polices, directives and orders of all branches of the armed forces for the purpose of determining the entitlements authorizing shipment/storage according to rank and type of orders. Knowledge of automated systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development, of automated transportation procedures for clerical operations. Knowledge of commercial carrier tariffs, tenders, shipping practices, and various shipment modes in order to select the most economical mod of shipment, storage, and/or delivery service possible. Considers varying conditions such as new duty station restrictions, country restrictions, costs, transit times, member's requirements, and carrier capability.

GS-07

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05/06 level is required to meet the time-in-grade requirements for the GS-06/07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
