The incumbent works within the Facilities Management Service (FMS), located in Ft Harrison Montana. Major Duties Include:

  • Serves in a capacity that facilitates the administrative requirements and program functions involved to ensure efficient and accurate program functionality.
  • Provides administrative oversight to all services provided by the department.
  • Works closely with the Resource Management Service, Fiscal Service and Contracting to track and coordinate the award and administration of Budgets, Purchase Orders and Contracts.
  • Will prepare or assist in the preparation of procurement packages to include all necessary paperwork, selecting the proper accounting codes, invoice processing, payment tracking, and if necessary de-obligation of residual funding not expended.
  • Will audit and monitor all FMS procurement actions in an effort to prevent unauthorized commitments or to identify infractions should they be made.
  • Will ensure that appropriate procurement packages are submitted to Procurement in a timely manner and will verify with Fiscal Service staff that funding has been made available as part of the complete procurement package.
  • Oversees budget formulation, validation, compilation, and submission, requiring frequent contact with Service Supervisors, Program Managers and Fiscal Service. Develops, prepares, presents, justifies, and defends analyses and summaries of budget performance to Service Chief and at annual budget calls, staff meetings, impromptu meetings with senior leadership, related conferences, and during compliance audits.
  • Exercises technical authority and discretion in distributing appropriated funds, approving, or disapproving expenditures, validating or invalidating unfunded requirements submissions, and determining the required degree of funds control measures based on interpretations of fiscal policies and law.
  • The Incumbent ensures that continuous compliance with VA Directives/Guidance, generally accepted accounting principles, and locally developed resource management policies.
  • Prepare contractual documents such as statements of works, market research, item specifications, performance-based work statements, quality assurance surveillance plans, acquisition plans, independent government cost estimates, and trend analysis for a wide variety of services and goods. Incumbent provides contractual advice and assistance (during both the pre-award and post phases) to FMS Supervisors and Program Managers.
  • Track and monitor all Contracts for FMS. This tracking will include tracking length of contracts, exercise of options, and availability of funding for future option periods. The Incumbent will coordinate timely submission of complete procurement packages to ensure most current Procurement Action Lead Times (PALTs) are met.
  • Supports the contracting office in identifying and developing approaches for acquisition planning; including acquisition strategy, risks, contracting methods, competition, sources, and schedules. Incumbent will assist in oversight of technical evaluation in source selection procurements.
  • The incumbent must be thoroughly knowledgeable of and acquainted with the policies and regulations related to personnel management. The incumbent also serves as a key figure in work force utilization program to ensure recruitment and retention within approved ceilings are maintained.
  • Have expert knowledge of accounting and budget management techniques including analytical forecasting, modeling, data analysis and internal auditing strategies.
  • Have knowledge of basic human resources laws, principles, and procedures enough to prepare personnel action requests and respond to basic employee inquiries. Knowledge of organizational programs, procedures, and requirements. Knowledge of agency mission, function, goals, and priorities, and understanding of how they all relate to work assignments.
  • Incumbent will ensure that all accounting citations are accurate prior to obligation of funds by Contracting Officer. Incumbent will prepare or assist in the preparation of funding documents for all FMS procurement actions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability in analyzing and measuring the effectiveness, efficiency, and productivity of the procurement program for a large Medical Center Service. Ability to identify problems, and potential problem areas based on daily observance or studies; analyze and measure effectiveness, efficiency, and productivity of various procurement and contract programs; and develop and prepare written and oral solutions and recommendation for improvement. Knowledge of procurement and contracting policies and procedures to plan, carry out, and monitor a full range of procurement and contract administration functions relating to wide and diverse range of service and goods that require and contain a variety of special provisions. Knowledge of various types of procurement and contracting methods and selection factors and how to plan appropriate strategies to monitor and to recognize the conditions that may adversely impact timely or effective procurement or contract performance. Knowledge of accounting and budget management techniques including analytical forecasting, modeling, data analysis and internal auditing strategies. Ability to understand contract performance specification, performance standards and measurements to assist in obtaining required services via contract. Knowledge of the Federal Acquisition Regulation (FAR) clauses as they relate to the legends affecting the procurement, use or release of technical data. Knowledge of communication methods, both oral and written, to collect and present information in a meaningful manner. Knowledge of laws, statues, regulations, policies, and procedures applicable to the acquisition of services and supplies for a healthcare environment. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software (e.g., MS Word, PowerPoint, Excel, Outlook, Skype, VATAS, and VANTS). Ability to apply this knowledge to a variety of software packages to devise new methods of office automation support and/or resolve problems with current automation methods. Knowledge of various office management practices and procedures to perform record keeping, filing, time keeping, office equipment operations and correspondence control. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctorates degree or 3 full years of graduate education leading to such a degree or LLM if related.. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduation education to such a degreeorLL.B. or J.D., if related.

  • The position to be filled is an Administrative Officer, GS-0341-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.)

Physical Requirements: Work is primarily sedentary, with some walking, standing, bending and carrying of light items. When travel to work sites is required, there may be a need for light physical work, such as walking over uneven surfaces or assisting technical personnel in things such as taking measurements. Government travel for training, meetings or customer interaction will be required.
