Help

The Program Specialist performs multiple, varying, and complex assignments involving the analysis and evaluation of technical training programs under the minimal direction of a manager, program/project manager, or more experienced specialist. As a contributing specialist, analyzes and evaluates technical training courses by assessing data trends, performance metrics, student feedback, and operational requirements to identify strengths, gaps, and opportunities for improvement. Develops data-driven insights and presents findings to management to support decision-making for technical workforce training programs.

Applies experience and comprehensive knowledge of technical training operations and program administration to plan and conduct functional activities for program initiatives, including managing the training content library, supporting program reviews, developing reporting tools, and recommending improvements to processes that support workforce development and operational objectives. Designs and recommends solutions to complex program and process issues by integrating data analysis, stakeholder input, policy requirements, and operational needs.

Works across functional and organizational lines to consult with technical and subject matter experts to maintain and improve training policy, guidance, and processes. Extracts, organizes, and analyzes data from multiple systems and sources to identify trends, performance indicators, and areas for improvement. Develops, maintains, and updates program processes for training platforms and systems, ensuring alignment with Federal Aviation Administration (FAA) policy, government-wide regulations, and stakeholder needs and support the administration technical training programs.

Applies project and program management principles to manage the Technical Training Policy and Standards Division (AJI-2) technical training content library and associated processes, including maintaining reporting tools, dashboards, and visualization that inform decision-making. Ensures the accuracy, accessibility, and integrity of training content while aligning program standards, procedures, and analytical products with FAA policies, technical training requirements, and operational priorities across the ATO. Uses analytical methods to evaluate program effectiveness to develop reports and recommendations that strengthen programs and processes.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of training standards, policies, and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.  Established policies/procedures provide guidance for most assignments but allow considerable discretion for the employee to select the most appropriate approach(es) or develop new approaches. Provides guidance to less experienced staff and may lead small projects or program initiatives.

Identifies, plans, and organizes available resources to accomplish project, program, and activities. Makes optimal use of resources to complete activities within established schedules. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. 

Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. The work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers.

Qualifications

To qualify for this position at the I band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. 

SPECIALIZED EXPERIENCE is defined as:

  • Experience in extracting, organizing, and analyzing data to identify trends, performance indicators, and recommend improvements.
  • Experience maintaining program processes and systems, ensuring alignment with policies, regulations, and stakeholders needs.
