Duties

Help
  • Serves as principal advisor in the development, formulation and execution of a multi-million-dollar operating budget comprised of both direct and reimbursable, and Title 50 funding.
  • Serves as the liaison between NDU, the Joint Staff and the Office of the Secretary of War (OSW). Creates and recommends adoption of procedures to implement budgetary regulations, policies, and processes.
  • Develops and monitors complex and diverse reimbursement programs included in budget appropriations from the State Department, OSW and other government agencies.
  • Performs in-depth research and advanced analysis in developing the University annual and multi-year program budget plans while exercising sound judgement in developing solutions and establishing priorities.
  • Establishes, develops, and maintains effective work relationships with key customers.
  • Oversees and manages the examination and analysis of budget requests and execution data to ensure accuracy and consistency with strategic priorities, compliance with guidance, regulations, and laws.

  • Must obtain and maintain a Top Secret security clearance.
  • Obtain/maintain Level III Financial Management Certification in accordance with National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1599.
  • Required to complete an OGE-450 Financial Disclosure Form.

Qualifications

You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-13 if outside the Federal service.

Specialized Experience: Specialized experience is defined as experience providing direction and solutions to managers/officials on budget development, management and execution; developing and preparing budget estimates; supports the planning, allocation, and oversight of institutional resources to ensure efficiency, compliance, and alignment with university priorities. This include overseeing the development of policies, systems and procedures for budgeting and managing funds.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education is not substitutable for specialized experience for this grade level.

You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the full performance level only.

Accepting this position, you may be required to serve a I-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest.

Supervisory Probationary Period: You will be required to serve an supervisory probationary period of one year if one has not already been completed.

Background or Security Investigation: This is a Top Secret/SCI position which requires a background investigation. The individual selected for this position is required to obtain and maintain a Top Secret/SCI security determination to occupy a Special-Sensitive position within the agency as a condition of employment.

Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.
