As the Inspector General, you will:

  • Provide overall leadership, direction, program planning and coordination of the activities and personnel of the Office of the Inspector General.
  • Manage assigned resources; budgets for personnel, space, supplies, travel, and other support required to accomplish Office functions; participate in recruiting and select candidates for key OIG positions; establish performance standards and evaluate the performance of subordinates; resolve formal complaints and grievances; recommend or make decisions on adverse and performance-based actions; and make decisions on promotions, training, awards, and other personnel actions.
  • Plan and direct an audit program through an Assistant IG for Audits that covers all NARA administrative and program offices, functions, programs, and operations.
  • Recommend appropriate action based on audit findings, monitor corrective action, oversee the work of non-Federal auditors, and review responses to audit reports and report significant disagreements to the audit follow-up official.
  • Receive complaints and allegations about the possible existence of activities that may constitute a violation of laws or regulations, mismanagement, waste of funds, abuse of authority or substantial and specific danger to the public health and safety. Screen complaints and allegations to determine if further investigation by the OIG staff is appropriate. When warranted, initiate investigations or audits or refer matters to the Attorney General or management for appropriate action.

  • Must complete a 1-year SES supervisory probationary period, unless previously completed.
  • Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.

  • Must complete a Confidential Financial Disclosure Report OGE-278e within 30 days of appointment and annually from then on.
  • You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Designated and/or Random Drug Testing may be required.

Technical Qualifications (TQs). TQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below:

A. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  • TQ 1: Demonstrated executive-level experience directing complex audits, criminal investigations, and management reviews in strict accordance with federal standards (e.g., CIGIE, GAO, OMB) to direct and prevent fraud, waste, mismanagement, and abuse.
  • TQ 2: Demonstrated executive-level experience providing strategic leadership and operational oversight of a complex investigative program within an Office of Inspector General (OIG) or comparable oversight organization. This includes developing and implementing investigative policies in strict compliance with the Inspector General Act and Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards; managing resources and internal controls; and effectively communicating highly sensitive, complex investigative findings to senior-level internal and external stakeholders.

B. EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume should demonstrate accomplishments that would satisfy the ECQs. The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

There are five ECQs:

1. COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and rule of law, and commitment to serve the American people.

2. DRIVING EFFICIENCY - Demonstrated ability to strategically and sufficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

3. MERIT AND COMPETENCE - Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

4. LEADING PEOPLE - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. That includes, when necessary, the ability to lead people through change and to hold individuals accountable.

5. ACHIEVING RESULTS - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: Noncompetitive Applicants - If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, ECQs are not applicable. We use a multi-step process to evaluate and refer applicants:

1. Initial Review: Your application will first be reviewed by a Human Resources Specialist to determine whether you meet the eligibility and minimum qualification requirements for this position.

2. Qualification Assessment: Applicants who meet these requirements will be evaluated by a preliminary rating panel to determine which candidates advance to the final evaluation stage. This assessment will focus on the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) identified in this Job Opportunity Announcement (JOA). As required, ECQs and TQs must be fully addressed within your two-page resume; separate narrative statements will not be accepted.

3.Structured Interviews: Applicants who advance will participate in a structured interview panel that evaluates applicants against the ECQs and TQs. Following completion of the structured interviews, the rating panel will identify the best-qualified candidates for certification.

4. Referral and Selection: If you are among the top-qualified candidates, your application will be referred to the selecting official for further consideration and possible additional interviews.

5. Executive Resources Board Approval: The Executive Resources Board (ERB) conducts the final interviews and makes the selection to ensure enterprise-level leadership requirements are met.

6. Qualification Review Board (QRB): Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S Office of Personnel Management's SES Qualification Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible).
