Duties

Help

The primary purpose of this position is: Serves as the senior civilian, technical expert, and advisor to the group commander for the management, oversight, and evaluation of Air Combat Command's (ACC's) operational test and evaluation (OT&E) of Command and Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) weapons systems and air component training programs. Provides leadership, direction, and guidance to planning teams for the development, execution, and reporting of test strategies and test plans that inform US Air Force fielding decisions and ensures alignment with warfighting requirements and effective program management principles.

Duties

  • Serves as the Senior OT&E and Training Technical Advisor and expert in the acquisition, development, testing, evaluation, sustainment, and training of combat weapon systems.
  • Represents the Group and Wing Commander (and, as appropriate, USAFWC, ACC, and DAF) during conferences, meetings, and technical exchanges as the Senior Technical Advisor for ACC's sole Command and Control Operational Test and Evaluation and Operational-level Advanced Training, and DoD's sole Radar Optimization and Evaluation organization.
  • Advises Wing and Group Commanders on DoD acquisition, test, evaluation, and training for complex weapons systems.
  • Responsible for overseeing the 505 CCW annual fiscal year (FY) operational test programs and coordinating among various organizations across multiple Commands (including ACC, Air Force Materiel Command [AFMC]), and the DAF.
  • Responsible for identifying, researching, and evaluating new and emerging C2ISR technologies with potential for application to operational combat, and combat support.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • A minimum of three years of operational-level C2 experience in a position in a Combatant Command, Component Headquarters, or C2 center is highly desired. Experience in operational research (OR), operational analysis (OA), or related discipline is also desired. Education and experience with statistical methodologies or engineering may be substituted for OR/OA experience. Instructional experience or instructional systems experience is also highly desired.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge and mastery of a broad range of qualitative and quantitative methods and techniques and possession of analytical abilities for the assessment and improvement of operational test and evaluation and training of military activities for conducting major operations such as combat aircraft, Command and Control (C2), Intelligence, Surveillance, and Reconnaissance (C2ISR), or related technology projects. This includes knowledge of advanced analytical methodologies and test strategies to ensure sufficient system testing is conducted to support senior decision-makers; knowledge of Major Command, Air Force, and Department of Defense (DoD) program goals and objectives, as well as the sequence and timing of key operational test activity requirements, structure, milestones, concepts, principles, practices, and applicable regulations related to major military operations; knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard acquisition regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and mastery of a broad range of qualitative and quantitative methods and techniques and possession of analytical abilities for the assessment and improvement of operational test and evaluation and training of military activities for conducting major operations such as combat aircraft, Command and Control (C2), Intelligence, Surveillance, and Reconnaissance (C2ISR), or related technology projects. This includes knowledge of advanced analytical methodologies and test strategies to ensure sufficient system testing is conducted to support senior decision-makers.

2. Knowledge of Major Command, Air Force, and Department of Defense (DoD) program goals and objectives, as well as the sequence and timing of key operational test activity requirements, structure, milestones, concepts, principles, practices, and applicable regulations related to major military operations.

3. Ability to plan, organize, direct, and advise teams and others in studies and tests; originate new ideas, projects, and methodologies; initiate projects and/or studies and establish financial and/or time constraints; negotiate effectively with Wing, Center, MAJCOM, and DAF leadership to accept and implement recommendations where proposals involve substantial resources and require extensive changes in established concepts and procedures.

4. Strong oral and written communication skills, presenting information in a concise and organized manner; able to produce written information, including technical material, which is appropriate for the intended audience; ability to interact and negotiate effectively with contemporaries at all levels and to advise higher leadership using professional levels of skill, tact, and diplomacy.

5. Ability to direct, motivate and mentor a large, diverse team of experts representing an extensive array of unique specialized skillsets; ability to analyze, plan, and adjust work operations of one or more subordinate organizations to meet program requirements and objectives within available resources; apply personnel/resource management processes, regulations, policies, principles, and practices; and plan, organize and direct the functions, and mentor and motivate the staff of subordinate organizations.

6. Ability to understand, interpret, and advise Group Commander and Senior Leaders on the effect of and how best to incorporate legislation, policies and programs affecting OT&E, radar evaluation, training, and personnel into the mission and vision of the Group and subordinate organizations. Knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies and of standard acquisition regulations, practices, and procedures.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
