The Software Delivery Facilitation Services Branch is responsible for enterprise Software Asset Management (SAM) and ensuring that software is delivered to end-users across the FAA in a secure, efficient, and compliant manner.

Serves as the Manager of the Software Delivery Facilitation Service Branch. Directs the work of subordinate employees for organizational projects/programs within a major subdivision. Work includes a mixture of routine and complex projects based on the objectives of the major subdivision/LOB/ SO. Defines, plans, and organizes the assigned budget, staff, and other resources to accomplish objectives for the organization's projects and programs. Managerial duties include planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending, or approving corrective/disciplinary actions as appropriate.

Performs and/or oversees and manages the following:

Provides guidance and assistance to Program Management Offices, Project Managers and FAA executives concerning the performance and efficiencies of the software delivery lifecycle.

Serves as a Subject Matter Expert (SME) on SAM practices; responsible for establishing and implementing strategies to track, manage, and optimize the organization's deployment processes and the FAA's software footprint from deployment to retirement. Coordinates closely across the Enterprise Software Management division to execute these duties effectively.

Coordinates closely with software licensing teams, software vendor leads, security leads, infrastructure and operations teams, mission partnership managers, and AIT management and leadership to ensure all deployed software meets FAA requirements.

Provides accurate and complete software deployment reports to the Enterprise Software Management Division, directly supporting the agency's reporting requirements for the Federal IT Acquisition Reform Act (FITARA) and Office of Management and Budget (OMB) mandates regarding software asset utilization and security compliance.

Oversees the authorized distribution and deployment of end-user software to the FAA workforce. Works in direct alignment with the FAA's Enterprise Software Board (ESB). Ensures all delivery mechanisms comply with federal cybersecurity mandates, and that only ESB-approved software is deployed.

Responsible for the branch's processing of software requests within AIT's IT Service Management platform, ensuring staff process all requests in a timely and compliant manner and according to the organization's performance measurements. Follows up on aging requests, ensures cross-functional parties fulfill their responsibilities, and applies experience and knowledge to analyze and evaluate request trends to distribute workloads and resolve delivery bottlenecks quickly.

Collaborates with the Infrastructure and Operations team to ensure deployment packages are built according to requirements. Responsible for ensuring staff utilize deployment packages strictly in accordance with established organization's processes. Coordinates with the FAA's Service Center and technicians to ensure software that is installed via manual activities is done so according to organization's standards. Reviews utilization data to make recommendations on more efficient software deployment, reclamation of unused licenses, and determinations to terminate unsupported software packages.

Collaborates with branch employees, team members and various others to share information, build knowledge management practices, and optimize delivery workflows. Keeps customers abreast of service status, ensuring they understand the plan of action, assigned personnel, status, any processing delays, and projected completion dates.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience managing programs and projects in an IT Service delivery environment, to include tracking, managing, and optimizing software delivery and asset management.
