The Peace Corps Office of Volunteer Health Services is seeking a Supervisory Psychologist or Psychiatrist to lead the Behavioral Health and Outreach Unit. The purpose of this position is to oversee both clinical and non-clinical staff and Volunteer Health System programs, including Psychiatry, Psychology, and Well-Being. This position reports to the Chief Medical Officer of Medical Services and is also open to both 0180-Psychology Series Psychologists and 0602 - Physician Series Psychiatrists.
Summary
The Peace Corps Office of Volunteer Health Services is seeking a Supervisory Psychologist or Psychiatrist to lead the Behavioral Health and Outreach Unit. The purpose of this position is to oversee both clinical and non-clinical staff and Volunteer Health System programs, including Psychiatry, Psychology, and Well-Being. The Behavioral Health and Outreach Officer performs the following major duties:
Designs, implements and monitors health performance measure; evaluates program effectiveness through literature reviews, data analysis, and evidence-based assessment.
Collaborates with other federal agencies and external partners on public health and behavioral health initiatives.
Provides program-level oversight of Volunteer clinical care quality, medical policy application, and health service standards.
Participates in medical review boards and provides guidance to staff on therapeutic environments, clinical approaches, and strategies promoting self-reliance and adaptive behavior.
Uses advanced diagnostic and assessment tools to evaluate psychological conditions and develop comprehensive treatment plans, including in overseas settings.
Supervises subordinate staff, assigning work, setting priorities, allocating resources, and providing technical and administrative oversight.
Manages disciplinary issues, resolves formal and informal complaints, and implements work improvement plans as needed.

Qualifications

Specialized experience includes: Leading the planning, development, and management of health or behavioral-health programs, including establishing performance measures, conducting data analysis, and evaluating program effectiveness; Providing clinical consultation, counseling, or case management involving crisis response, conflict resolution, or behavioral-health support for individuals in high-stress or cross-cultural environments; Advising senior leadership on clinical, behavioral-health, or programmatic matters and preparing recommendations that influence policy or operational direction; Supervising staff, including assigning work, evaluating performance, coaching employees, managing leave and personnel actions, and addressing conduct or performance issues.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
Degree: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Licensure
