Duties

Help
  • You will oversee and administer the Civilian Drug Free Workplace Program (DFWP) for Norfolk Naval Shipyard (NNSY).
  • You will ensure notification is sent to the workforce on drug use prevention, identification, and rehabilitation and treatment services available for civilian employees under the Civilian Employee Assistance Program (CEAP).
  • You will coordinate with the collection contractor for scheduling, and ensures required forms are available.
  • You will assist in the planning and implementing DFWP criteria, guidelines and directives and the study of technical data and information that is either provided by higher authority or researched by the incumbent.
  • You will conduct on-site visits to encourage program participation and to evaluate program effectiveness.
  • You will work with the Command and the Human Resources Office to provide information needed for any required disciplinary matters resulting from a positive drug test or failure to report.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized Experience is described as:

  • Experience translating laws, regulation, DOD and DON policies, as well as application of technical requirements.
  • Experience providing planning, oversight, and direction to comprehensive requirements that are implemented and in compliance with governing instructions.
  • Experience implementing drug testing chain of custody procedures to ensure security.
  • Experience establishing program goals, objectives, internal operating policies, program compliance and procedures.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Specialized Experience is described as:
  • Experience planning and implementing strict criteria to ensure administration of program objectives.
  • Experience implementing drug testing chain of custody procedures to ensure security.
  • Experience conducting studies or surveys by applying analytical and evaluation methods and techniques and make recommendations of any findings.
  • Experience providing customer service skills and contributing fairly to team assignments working toward the successful completion of assigned tasks.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
Successful completion of master's or equivalent graduate degree

or

Successful completion of 2 full years of progressively higher level graduate education leading to such a degree

or

Successful completion of LL.B. or J.D., if related

GS-11:
Successful completion of Ph.D or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree
or
LL.M, if related
or
A combination of experience and graduate education as described above that equates to one year of experience,
