The Administrative Office of the U.S. Courts, Case Management Modernization Office (CMM) is seeking a professional and experienced Information Technology Specialist (Solution Train Engineer) to join its team. This position reports to the Chief, Product Portfolio Management.

CMM develops and maintains case management and related systems supporting federal courts and
stakeholders The incumbent serves as Information Technology Specialist (Solution Train Engineer)
leading, coordinating, and facilitating delivery across multiple Agile Release Trains (ARTs) and teams
supporting large-scale, complex IT systems. The incumbent ensures alignment between business
objectives, technical execution, and organizational priorities while promoting Agile principles and
continuous improvement.

The incumbent will provide support to the office in an Agile environment and will serve on one or more Agile teams composed of IT professionals (both government employees and contractors) and may require interactions with internal partners, courts, defenders, probation and pretrial services offices, and administrative staff in both a technical and business perspective.

The incumbent must have experience performing business analysis, writing user stories and acceptance criteria, eliciting functional and non-functional requirements, documenting business processes and working in an agile environment. The candidate should have familiarity with the Scaled Agile Framework (SAFe).

The duties of the position include, but are not limited to:

  1. Serving as a senior-level coordinator for large-scale IT delivery, facilitating program-level planning and execution across multiple Agile teams.
  2. Leading Program Increment (PI) Planning and key Agile ceremonies to align scope, priorities, and delivery timelines across teams.
  3. Coordinating dependencies, risks, and issues across multiple Agile Release Trains to ensure successful delivery of complex initiatives.
  4. Appling knowledge of Agile methodologies and scaling frameworks such as Scaled Agile Framework to guide program execution.
  5. Monitoring and reporting program-level performance, including progress against milestones, risks, and key delivery metrics.
  6. Collaborating with Product Management, System Architects, and stakeholders to ensure backlog readiness and alignment with strategic objectives.
  7. Identifying, escalating, and facilitating resolution of cross-team impediments and risks impacting delivery.
  8. Promoting continuous improvement through retrospectives, performance analysis, and implementation of process enhancements.
  9. Coordinating release planning and execution activities, including integration, system demonstrations, and deployment readiness.
  10. Ensuring compliance with organizational governance, policies, and IT standards.
  11. Providing leadership and guidance to Release Train Engineers (RTEs), Scrum Masters, and team members to enhance Agile maturity.
  12. Supporting development of program roadmaps, resource planning, and capacity management.
  13. Analyzing performance data (e.g., velocity, predictability) to inform decision-making and improve delivery outcomes.
  14. Contributing to budgeting, forecasting, and resource allocation for large-scale IT initiatives.
  15. Supporting organizational change management efforts related to Agile adoption and delivery improvements.
  16. Providing program-level briefings and status updates to leadership.
  17. Maintaining awareness of emerging trends and best practices in Agile delivery and program management.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below:

  • Leading and coordinating large-scale Agile delivery across multiple Agile Release Trains (ARTs) within a Solution Train, applying principles of the Scaled Agile Framework.
  • Driving alignment between solution delivery, strategic objectives, and Lean Portfolio Management priorities to ensure end-to-end value realization.
  • Managing cross-ART dependencies, risks, and impediments, and facilitating resolutions to enable integrated solution delivery.
  • Facilitating Solution Train events (e.g., PI Planning, Pre- and Post-PI Planning, and Inspect & Adapt) to ensure synchronization and continuous improvement.
  • Leading data-driven continuous improvement efforts using flow, quality, and delivery metrics to optimize performance and delivery outcomes.

Highly Desired:
  • 10+ years experience as Subject Matter Expert of Cloud managed services and designing cloud-centric solutions.
  • Operating in federal or highly regulated environments, ensuring end-to-end traceability, compliance with governing standards, and risk-aware delivery practices throughout the lifecycle.
  • Working in an Agile IT organization, participating in iterative development processes and collaborating with cross-functional teams.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in business, information technology, engineering or a related field is highly desired.
