Summary

This position is located in the Natural Resources Conservation Service (NRCS), in Las Cruces, New Mexico. The primary purpose is to provide technical guidance in the development, planning, contracting and application of conservation practices and program in the Area consistent with NRCS policy and procedures. This position provides leadership and guidance in the implementation of Farm Bill Programs, and requires professional knowledge of a broad range of physical and biological sciences.

Help
  • Provides leadership, technical guidance, interpretations, and recommendations to assigned technical staff, Field Offices, Area Offices, and the ASTC-FO in the assessment, planning and development and application of conservation plans.
  • Provides support to field office staff in implementing National and State Conservation planning policies, procedures, and requirements of the Field Office Technical Guide (FOTG)
  • Provides technical guidance to field office staff and area staff on ecological science practice standards and specifications and provides training to field office staff on ecological science practices.
  • Serves as the area contact for Conservation Desktop as well as other conservation planning tools and provides training to field office staff on the use of these tools.
  • Proposes supplemental policy, technical standards, or guidelines that would improve the efficiency and effectiveness of agency business tools.
  • Prepares study plans, work outlines, and schedules on resource area studies in full coordination with the activities of other assigned members.
  • Works with state and area level staff to schedule and complete all aspects of the Quality Assurance reviews.
  • Ensure the program ranking criteria and priorities with national and state program guidance.
  • Reviews plans submitted by field office staff for certified conservation planner status or recertification, also provides recommendation to the ASTC, (FO), for those seeking to attain or maintain this certification.
  • Provides training and support to NRCS employees, partners, and private sector technical service providers seeking and /or maintaining Certified Conservation Planner status.
  • Provide technical leadership for plant materials, natural resource inventory, and crop yields, reviews and updates all ecological science job approval authorities for all field office personnel for the STC, (FO)’s approval.
  • Provides assistance to the ASTC for Field Operations, Area Programs Specialist and/or the District Conservationists in the area regarding program contract reviews, modifications, cancellations, and terminations.

  • Must possess and maintain a valid state motor vehicle operator's license for the type of vehicle(s) operated to perform the duties of this position.
  • This position requires the incumbent to obtain a Conservation Planning Certification in accordance with the guidelines in General Manual 180 Part 409.3.

Qualifications

Basic Requirement: GS-0457-12:

Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.;
OR
Combination of Education and Experience:
at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education listed below.

Specialized Experience Requirement
To qualify for the GS-12 grade level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as providing technical guidance, assistance and training in all phases and steps of the conservation planning process for a wide geographic region. Examples of this experience include:

  • Providing technical expertise in conservation planning and application, quality assurance, contracting, performance reporting, and implementation of associated technology tools.
  • Identifying solutions and resolving matters involving conservation plans.

For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as providing technical guidance, assistance and training in all phases and steps of the conservation planning process for a wide geographic region

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution for the GS-12 level.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Physical Demands: Work takes places in both office and field environments. The office work includes demands typical of an office such as sitting, carrying light objects such as books or paper. The field work includes physical exertion related to conservation work requiring walking on rough terrain, jumping ditches and furrows, but not on a regular or sustained basis.

Work Environment: Work is usually performed in an office environment, and includes usual lighting and temperature controlled work area usually associated wit office work. Occasional field work may include exposure to adverse weather and poisonous or irritating insects and plants.

Telework: This position is eligible for telework as determined by the agency policy.
