Major Duties and Responsibilities:

Serve as a team chief in the Investment Security Group (ISG) in the Office of Economic Security and Emerging Technology (OESET).

Stand up and oversee a team of staff officers and contract analysts in the development and coordination of all source analysis focused on identifying opportunities for policymakers to strengthen US supply chain resilience and enact economic security measures.

Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.

Develop, implement, and manage processes and product lines for ISG. Task out projects to staff and contractor analysts and ensure analysts meet deadlines.

Establish and implement an analytic methodology for ISG analysts to target, develop, and analyze matters pertaining to economic security. Collaborate across IC agencies to institute an intelligence enterprise process.

Collaborate with ISG's other team chiefs to oversee the development and coordination of all-source analysis supporting economic security policy processes, including the Treasury-led CFIUS and the DOJ-led Team Telecom processes.

Back up the other Team Chief as IC representative for CFIUS and Team Telecom policy processes.

Conduct first-line review of ISG analytic products. Draft or conduct first-line review of prep books for ODNI seniors participating in policy meetings for which ISG has the lead, as necessary.

Plan, develop, utilize, and refine methodological tools and approaches to gain a comprehensive understanding of complex and significant analytic issues and incorporate insights and findings into well-crafted, sophisticated finished intelligence products.

Provide expert guidance and leadership to multiple teams in the production of well-crafted sophisticated, complex analytic finished intelligence products on sometimes controversial or particularly difficult issues in support of United States (US) foreign policy and national security objectives; review final analytic products, written and oral, for clarity, organization, accuracy, and logic; effectively explain highly complex concepts and results to non-expert customers and tailor products to correspond to customer needs.

Help craft and implement a strategic program of analysis in ISG.

Develop and maintain working relationships with senior ODNI officials and, as necessary, principals throughout the intelligence and policy communities; identify issues and developments with internal and external peers, communicating regularly to exchange subject information.

Recognize, value, build, and leverage diverse collaborative networks with the ODNI and across the IC.

Serve as a member of the ISG leadership team.

Stay abreast of major developments having to do with acquisitions in sensitive industries or commercial sectors worldwide-particularly, but not exclusively, in high-tech sectors, critical infrastructure, and US supply chains-focusing on a wide-range of potential threats to national security.

Engage in analytic outreach with private sector interlocutors and events to advance ISG's, OESET's, and the ODNI's efforts to glean insights from outside of the IC related to economic security topics, particularly, in high-tech sectors, critical infrastructure, and US supply chains.

Help advance ISG's foreign engagement efforts by participating in analytic exchanges and/or delivering briefings to liaison on foreign investment and economic security related topics.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Expert all-source analytic experience, serving at a senior level.

At least two years of work experience as an all-source intelligence analyst producing products for policy customers.

Familiarity with IC analytic targeting tools, techniques, and methodologies.

Expert knowledge of analytic tradecraft and the customer base for a specified region, function, or transnational issue.

Expert analytic and critical thinking skills, including superior to think strategically; superior ability to effectively express complex, multi-discipline ideas and insights verbally and in writing to a variety of audiences up to and including senior leadership.

Expert interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment and mentor junior colleagues; creative problem-solving skills and superior ability to provide leadership in carrying out mission responsibilities.

Expert communications skills, including the ability to communicate effectively with people both inside and outside the organization while working cohesively with other members of the ISG leadership team to advance mission goals.

Expert problem-solving skills and initiative in carrying out mission responsibilities.

Expert ability to remain open-minded and change judgments on the basis of new information and requirements, perform multiple tasks and change focus quickly as demands change, and support group decisions and solicit opinions from coworkers.

Expert ability to develop, implement, and manage complex processes, and oversee task completion on short deadlines.

Desired Requirements:

Experience conducting first-line review of all-source strategic analytic products.

Extensive knowledge of IC analytic tradecraft and understanding of IC policies, capabilities, and procedures.

Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques to produce authoritative finished intelligence products and the ability to employ new methodological approaches to analyze information.

Extensive knowledge of and experience using IC analytic targeting tools, techniques, and methodologies. Experience engaging with foreign partners or the private sector and planning engagements to boost IC access to non-USG expertise.

Knowledge and/or previous experience in foreign commercial, financial, economic, or investment analysis.

Experience managing a finance, economic security, or targeting mission in OESET or the wider IC, including reviewing tactical and strategic analytic products.

Bachelor's Degree or equivalent relevant work experience.
