Duties

Help
  • Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision.
  • Analyze and interpret financial documents and reports.
  • Advise managers on changes related to financial policies and program operations.
  • Develop recommendations to resolve complex financial and budgetary problems.
  • Evaluate financial policies and systems to ensure compliance with regulations.
  • Provide guidance and training on the use of resource management systems.
  • Recommend improvements for financial procedures and automated systems.
  • Prepare a variety of reports covering the status of funds, obligations, and expenditures.
  • Monitor financial programs to identify trends and ensure proper use of funds.
  • Allocate funds to organizational areas based on analysis of budget estimates.
  • Serve as a liaison for program-related financial matters with internal and external personnel.

  • Temporary Duty (TDY) Travel of up to 5% of the time may be required.
  • THIS IS A FINANCIAL MANAGEMENT POSITION. Level 1 certification is required for the GS-5/7/9 grade levels and level 2 certification is required for the GS-11/12 grade levels.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-5 General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes:1) Assist in reviewing simple financial documents for accuracy and completeness; 2) help track basic financial information in established systems; 3) answer routine questions about financial procedures using provided guides; and 4) perform data entry of financial information into automated systems. This definition of general experience is performed at the next lower grade/level position in the federal service (GS-04).

Education: Four year course of study leading to a bachelor's degree.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

GS-7 Specialized Experience: One year of specialized experience which includes: 1) Review standard financial documents and reports to identify and report discrepancies; 2) compile information from various sources to support the preparation of budget and accounting reports; 3) provide basic guidance to others on standard financial processes and system usage; and 4) allocate approved funds to appropriate accounts based on established guidelines.This definition of specialized experience is performed at the next lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.
OR
Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

GS-9 Specialized Experience: One year of specialized experience which includes: 1) Monitor financial programs to ensure compliance with established controls and regulations: 2) provide guidance and training to users on financial management systems and applications; 3) participate in the administrative control and monitoring of funds; and 4) provide leadership with status updates on routine financial reports.This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 Specialized Experience: One year of specialized experience which includes: 1) Review financial systems to proposed changes for impacts and needed adaptations; 2) recommend improvements to financial procedures, services, and system functionalities; 3) analyze financial budgetary data to resolve a range of common problems and discrepancies; and 4) advise program officials on the application of financial information for operational decisions. This definition of specialized experience is performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Mathematics, Quantitative Methods, or Organization and Management.

GS-12 Specialized Experience: One year of specialized experience which includes: 1) Analyze complex financial documents to recommend solutions to challenging problems; 2) interpret financial guidelines and/or policies for application to specific organizational needs; 3) analyze the reprogramming of funds between budget accounts based on program changes and workload; and 4) develop recommendations for system output requirements for automated financial systems. This definition of specialized experience is performed at the next lower grade/level position in the federal service GS-11.

GS12 only: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement for 5/7/9/11/12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
