Duties

Help

The Vice Director serves as the principal advisor to the Director for Operations (J3) and the Chairman Joint Chiefs of Staff on all Global Force Management and Joint Force Coordinator matters.

Major duties and responsibilities include, but are not limited to:

  • Manage the Joint Force Coordinator Process: Develops and maintains the doctrine, policy, technology, and architecture governing and enabling Global Force Management and the Joint Force Coordinator processes.
  • Provide Joint Force Sourcing Solutions: Responsible for researching, coordinating and orchestrating the individual and often competing efforts of Supporting Combatant Commands and Service force providers to produce Joint Force sourcing solutions from the global pool of available Do W forces to meet validated operational and war fighting requirements of the Supported Geographic Combatant Commands.
  • Provide Contingency Sourcing Solutions: Responsible for developing contingency sourcing solutions in support of OPLAN/CONPLAN risk assessment.
  • Provide Executive Level Management: Provides executive level management in the interpretation of policy and tasking, implementation of process, practice and execution of authority and responsibility in the global force management and joint force coordinator functions of the Joint Staff.
  • Programming, Technical Planning and Management: Develop, execute and assess processes, procedures and resources required to fulfill the Secretary of War directed Primary Joint Force Coordination mission as the major element of the overall CJCS Global Force Management construct.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: Experience in Joint Force Providing policy, doctrine, and processes as they relate to supporting Combatant Commander requirements for the execution of military operations and homeland defense.
TQ 2: Experience with managing the development, management, and sustainment of mission enabling tools and the associated contracts and budget requirements. This includes the demonstrated ability to lead modernization initiatives leveraging artificial intelligence, data analytics, and emerging technologies to advance Global Force Management effectiveness and decision-making.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

      • Civic-Mindedness: Stays up-to-date on important developments in American government and aligns organizational objectives and practices with presidential and public interests. Demonstrates a commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
    • Sub-Competencies:
      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
      • Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.
      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
    • Sub-Competencies:
      • Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain.

Organization of the Joint Chiefs of Staff

The Joint Chiefs of Staff consist of the Chairman, the Vice Chairman, the Chief of Staff of the Army, the Chief of Naval Operations, the Chief of Staff of the Air Force, the Commandant of the Marine Corps and the Chief of the National Guard Bureau. The collective body of the JCS is headed by the Chairman (or the Vice Chairman in the Chairman's absence), who sets the agenda and presides over JCS meetings. Responsibilities as members of the Joint Chiefs of Staff take precedence over duties as the Chiefs of Military Services. The Chairman of the Joint Chiefs of Staff is the principal military adviser to the President, Secretary of War, and the National Security Council (NSC), however, all JCS members are by law military advisers, and they may respond to a request or voluntarily submit, through the Chairman, advice or opinions to the President, the Secretary of War, or NSC.
