The primary purpose of this position is To install, modify, troubleshoot, maintain, and repair industrial and domestic water and piping systems (high-pressure potable, non-potable, demineraliizer, and reclaimed) to include natural gas, sanitary sewer and associated lift station pumps, meter discharge stations, swimming pools, and remote campground utility systems.

Duties

Help

  • Installs, modifies, maintains, and repairs new and existing low and high-pressure (55 psi to 1 60 psi) piping systems and associated equipment.
  • Plans and lays out installation, repair, and/or modification of low and high pressure piping systems and equipment applying and interpreting information in blueprints, charts, and sketches.
  • Troubleshoots/inspects low and high-pressure piping systems and equipment and determines need for modification and/or repair to insure proper and safe operation.
  • Operates water collection, treatment, transmission, storage, and supply systems.
  • Operates equipment and adjusts and regulates altitude valves and distribution pumps to maintain adequate water levels in reservoirs and storage tanks.
  • Maintains and operates swimming pool water treatment equipment and associated processes throughout the base.
  • Utilizes safety practices and procedures following established safety rules and regulations and maintains safe and clean work environment.
  • Uses and maintains tools.

  • Selectee may be required to drive a motor vehicle and operate general and special purpose vehicles. An active state driver' s license recognized by State of California as valid is required for the position.
  • Annual occupational physical examination at the base civilian dispensary is required.
  • Selectee may be required to obtain and maintain a California certification in backflow prevention and cross-connection.
  • Selectee may be required to be certified for working with and/or removing hazardous materials. Materials must be picked up and turned in daily unless trade kits are authorized.
  • Trains and/or guides other personnel in performance of pipefitting, plumbing, and water treatment operator duties.
  • Must obtain and maintain a current cardiopulmonary resuscitation (CPR) certification.
  • Flightline driving/testing is required and selectee may required to participate in mobility exercises.
  • Selectee must obtain or possess a lock out/tag out and non-entry confined space training and be capable of wearing safety equipment of trade.
  • Selectee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. The employee will be required to to work emergency situations.
  • Must be able to obtain a California State Water Treatment Plant Operator T-1 and Water Distribution Operator D-1 certifications within one year of employment and D2 within one yr of T-1 and D2; 3 yrs to obtain T-1 and D-3
  • Required to stay in compliance with the Federal Water Pollution Control; specifically 1 3 23 and the Safe Drinking Water Act, 42 U. W. C. , Section 3 00F, (certification requirements
  • DOD, Defense Environmental Quality Program Policy Memorandum No. 80-4 and Air Force Instructions 3 2-1 067, Water Systems, California State law, California Administrative Code (CAC), Title 22 CA Code of Regulations

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing And Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

IDEAL CANDIDATE: Our Ideal candidate is someone that has:
Five years of water/ wastewater/ fire suppression/ natural gas industry operations experience desired.
Five years of experience in pipefitting/ plumbing desired.
Five years of experience working in water utilities, in operations desired.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
1. Knowledge of low and high-pressure piping systems and equipment such as hydraulic systems, circulating pumps, and air compressors
2. Knowledge of technical practices sufficient to determine need for modifications and repairs to identified systems.
3. Knowledge of safety practices and procedures.
4. Knowledge of how various supply, disposal, and utility systems and equipment, such as water and natural gas systems, fire sprinkler equipment, and water closets are installed and operate.
5. Knowledge of water treatment operation to include monitoring pumping equipment and gauges, adjusting valves and pumps to control and aerate water flow, and conducting water sampling tests such as fluoride, chloramines or chloride content and ion concentration (pH) levels.
6.Knowledge of filtration processes such as mixed media filters, slow sand filtration, gravity rapid sand, or anthrafilt filtration and pressure filtration, normally associated with surface water treatment.
7. Knowledge of the individual and combined effects of chemicals and compounds that are used in disinfection of water mains or service lines, and reservoirs after maintenance or repair.
8. Skill in troubleshooting/inspecting piping systems to identify irregularities and existing and/or potential problems and system malfunctions.
9. Skill in using and maintaining hand and power tools such as, wrenches, pipe threaders, cutters, dividers, chalk lines, drills, grinders, closet augers, hydrostatic pumps, and ground fault interrupter equipment.
10. Skill in the use of any of the accepted trade methods and techniques, such as setting equipment, and installing any combinations of couplings, unions, and joints needed for the proper operation of the system.
11. Ability to install, modify, troubleshoots, maintain, and repair new and existing sewage, industrial or and domestic low and high-pressure piping systems and equipment with limited supervision.
12. Ability to interpret instructions, specifications, and information in blueprints, charts, and sketches to plan and layout installation, repair, and/or modification of high pressure piping systems and equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
