The Program Support Assistant (PSA) serves as the office manager and administrative assistant and as such manages the administrative workload and aspect of the office.

Duties

Help

The nature of this assignment includes processing actions subject to a wide variety of rules and regulations and requires technical evaluative work of an administrative function. This position must be able to complete assignments independently, as well as provide technical assistance to Resident Engineers in planning and administering the administrative operations of the construction project. Performs nonstandard technical clerical assignments based on a changing mix of duties required by project status or emergent issues.
The work of this position is properly classified in the GS-303 series. This series includes positions the duties of which are to perform or supervise clerical, assistant, or technician work for which no other series is appropriate. The work requires a knowledge of the procedures and technique involved in carrying out the work of an organization and involves application of procedures and practices within the framework of established guidelines.

The major duties and responsibilities include, but are not limited to:

  • Knowledge of administrative office management is sufficient to manage and meet administrative office needs.
  • Establishing procedures, documenting administrative steps or sequences and coordinating office work with multiple parties
  • Knowledge of automated personal computer systems and software (Microsoft Word, Excel, Power Point, etc.)
  • Prepares and generates varied documents, completes reporting requirement, and tracks office or construction project funds
  • Knowledge of troubleshooting operating problems with hardware/software sufficient to identify nature and source of problems occurring during processing, analysis and diagnosis malfunctions, and plan and implement solutions.
  • Implement decisions by taking corrective action and/or report system information to appropriate sources
  • Knowledge of grammar, spelling, punctuation, capitalization, formatting and administrative practices sufficient to prepare correspondence, reports and complete other miscellaneous clerical or administrative assignments
  • Knowledge of basic bookkeeping, record keeping and mathematical computation skills sufficient to maintain/retrieve records and ensure accuracy of varied projects
  • Knowledge of federal related travel processes and procedures sufficient to make plans, develop itineraries and complete expense reports
  • Knowledge of Time and Attendance policies and procedures, as well as the ability to accurately calculate and maintain T&A records for office staff
  • Exercises judgment when interpreting and adapting guides to work situations and determines efficient and effective work approaches to accomplishing office missions.
  • Responsibilities are to have or acquire a working knowledge for processing of Contract Changes, Submittals, Progress Payments, Claims/Appeals, as well as other forms, reports and data.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.   • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: experience providing administrative and customer support services; including processing customer requests or orders, reviewing information for accuracy and timeliness, maintaining records or tracking data, and communicating effectively with customers or staff to answer questions and resolve issues.
