Duties

You will serve as a Security Specialist and be responsible for taking a leadership role in the activities of the Area Maritime Security Committees (AMSC) to Include but not limited to: Identifying potential members and providing the necessary regulatory documents to appoint members; maintaining AMSC records and documents necessary for reporting requirements; and leading the AMS(;'s mandated duties to ensure that area maritime security plans and assessments are developed and conducted in accordance with MTSA.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Serves as Executive Secretary to the COTP's (Captain of the Port) Area Maritime Security Committee (AMSC) and shall be responsible for the administrative duties of the Committee, such as but not limited to maintaining current designation letters, publishing meeting agendas, recording meeting minutes, and updating and maintaining current editions of the Area Maritime Security Plan (AMSP) Including digital versions. Ensure all committee records and plans are properly maintained and designated as SSI, where appropriate.
  • Plans, coordinates with, advises and provides technical support to AMSCs, Port Readiness Committees, Harbor Safety Committees, port stakeholders, other federal, state, local and tribal agencies and entitles, and maritime Industry personnel, regarding port safety and security. The incumbent Is also responsible for interagency operations, agreements, and development of new contacts (both Internal and external to the agency) to obtain needed Information.
  • Coordinates, supervises and performs ·periodic validation of port-wide Area Maritime Security Assessments that comply with the requirements of 33 CFR §§ 101.510, 103.310, 103.400, 103.405 and 103.410. Ensure AMS Assessments are completed In accordance with the direction provided In COMDTINST 16601.28 (series), using the guidance provided In NVIC 9-02 (series). Assessments will be conducted, In part, with information from the Maritime Security Risk Assessment Model (MSRAM). If a new tool better suiting the needs of the program/incumbent is developed, that tool will replace MSRAM.
  • Develops, maintains and ensures the AMSP ls implemented in accordance with 33 CFR 103.505. Assists, when assigned and when necessary, in developing, maintaining, and supporting military deployments, outloads and retrograde shipments when PWCS support ls provided.
  • Assists or leads the compliance review and oversight of implementation of Facility Security Plans (FSPs), oversight of Implementation of Vessel Security Plans (VSP), and administrative and technical support for TWIC, AWW, and PSGP activities.
  • Coordinates with the AMSC to conduct or participate in security related exercises as required by 33 CFR 103.515.
  • Serves as technical expert, exercising Independent political judgment In developing and maintaining relationships with various stakeholders In the government and private Industry to further maritime and port security goals. Creates and plans collaboration efforts to expand and strengthen existing arrangements and relationships with other government agencies. Prepares and presents briefs to agency managers, AMS partners and stakeholders and other Interested parties.

Qualifications

To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Providing Maritime Security preparedness planning, subject matter expertise and technical support for Area Maritime Security (AMS) Plans (AMSP's) and procedures, ensuring all committee records and plans are properly maintained, serving as Sector representative on working groups and coordinating a wide variety of sensitive and complex tasks encompassing the entire spectrum of maritime and port security.
