Qualifications

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: gathering, validating, and organizing workforce data to support basic trend summaries (e.g., headcount, hires, losses); supporting the development of workforce metrics or simple dashboards used to monitor staffing indicators; coordinating LMS activities such as posting training content, processing enrollments, and tracking completions; running standard HRIS or LMS reports and documenting routine processes, guides, or job aids.
OR

A master's or equivalent graduate degree.

OR

2 full years of progressively higher-level graduate education leading to such a degree.

OR

LL.B. or J.D., if related

OR

A combination of education and experience.

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service. Experience for this position includes: conducting workforce analysis such as building initial staffing forecasts, analyzing workforce trends, and preparing narrative summaries and charts for management; developing workforce dashboards or analytical summaries using validated datasets, data quality checks, and documented methods; administering LMS functions including course and curriculum configuration, bulk enrollments, and compliance reporting; improving training and reporting processes by updating documentation, identifying system/reporting requirements, or enhancing learner support materials.

Ph.D.or equivalent doctoral degree

LL.M., if related

A combination of education and experience.

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: leading workforce planning activities such as developing multi-year staffing forecasts, conducting skill gap analyses, and advising management on workforce trends; producing advanced workforce analytics dashboards, diagnosing data quality issues, and translating analytical results into actionable insights; managing LMS operations at an organizational level, including content governance, compliance monitoring, and escalation management; developing training strategies, collaborating with SMEs or vendors, and improving program effectiveness through data-informed recommendations.

Education cannot be substituted at this grade level.

Specialized Experience: For the GS-13
, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes, leading agency or multi-unit workforce planning strategies, developing enterprise workforce scenarios, and advising senior executives on workforce risks, gaps, and investment options; directing advanced workforce analytics programs, establishing standards, driving data governance, and mentoring analysts; providing leadership for LMS governance, including developing content and compliance standards, evaluating platform enhancements, and leading cross-bureau collaboration; overseeing enterprise training portfolio strategy, assessing program effectiveness and ROI, and recommending long-term training investments to support mission readiness.

Education cannot be substituted at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
