Summary

The incumbent assists in the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs. Duties include but are not limited to, planning, establishing policy, developing program goals, and managing resources. If selected at a grade below GS-11, incumbent will serve in a developmental role to gain the knowledge, skills, and abilities needed to operate at the full performance level.

Help

Major Duties include, but are not limited to the following:

  • Planning, establishing, and implementing policy.
  • Developing program goals & objectives to meet facility needs.
  • Assisting with development of community outreach programs.
  • Developing & delivering presentations to diverse groups within the facility and off-site.
  • Interviewing, scheduling, placement, and evaluation of volunteers.
  • Assisting with developing volunteer assignments.
  • Providing for a volunteer service recognition program.
  • Preparing volunteer personnel files.
  • Coordinating data analysis from diverse sources to prepare reports and evaluations of voluntary service programs and other initiatives.
  • Planning and executing a variety of complex internal and external special events (including assisting with budget development, contracting, procurement, logistics, and public relations).
  • Implementing the strategic and operational plans developed by the CDCE/Voluntary Service Officer.
  • Developing and maintaining relationships with members of the local advisory committees, Veterans Service Organizations (VSO), and other local entities within the catchment area.
  • Serving on committees and representing the CDCE/Voluntary Service office at executive meetings and other events.
  • Conducting fact-findings and analysis to recommend potential community partnerships that support and extend the mission of the facility or other affiliated VA programs.
  • Coordinating and managing all monetary and in-kind donations.
  • Providing education and training to staff on the proper use of donation expenditures, restricted purchases, and procurement requirements.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and as described below:

  • Specialized Experience, GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: establishing and operating a community-based volunteer program, managing donations, preparing volunteer personnel files, training volunteers, determining volunteer schedules, developing volunteer assignments, and establishing volunteer recognition activities.
  • Specialized Experience, GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: establishing and operating a community-based volunteer program, managing donations, preparing volunteer personnel files, training volunteers, determining volunteer schedules, developing volunteer assignments, and establishing volunteer recognition activities.
  • Specialized Experience, GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: establishing and operating a community-based volunteer program, managing donations, preparing volunteer personnel files, training volunteers, determining volunteer schedules, developing volunteer assignments, and establishing volunteer recognition activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is moderately sedentary, though variable. It requires a fair amount of standing, walking, climbing stairs, and bending. Work may require moderate to heavy lifting and transporting of materials and equipment for special events. Due to the diverse nature of work, there may be occasional exposure to extreme temperatures. Driving or riding in a motor vehicle is also required on a routine basis.
