Duties

Help

  1. Serves as the focal point for JITTC planning, management, and coordination of life cycle logistics support for a major JITTC systems or subsystems. Responsible for planning, managing, and coordinating the total cradle-to-grave life cycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement, and quality assurance into logistics activities required to sustain system fielding.
  2. Manages, monitors, evaluates, and coordinates JITTC ILS plan implementation. Manages and monitors acquisition projects throughout their execution. Monitors functional and supporting organization compliance with milestones and performance criteria.
  3. Serves as the JITTC senior technical advisor on contracts. Assists users in translating project plans into contractual documents. Develops comprehensive logistics evaluation criteria to measure contractor progress in meeting program objectives.
  4. Serves as the JITTC senior representative and spokesperson in communicating program matters. Represents higher-level officials at command conferences to advise on current and future status of the program relative to acquisition logistics.

  1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  2. Consent to counterintelligence (CI) polygraphs and signature of non-disclosure agreements is a condition of employment. Refusal to sign said agreements or to polygraph will result in termination of employment. The employee may be required to obtain and maintain an appropriate security clearance.
  3. The employee will be required to frequently travel TDY (over 30 days per year), sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means.
  4. The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone.
  5. The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the
    position.
  6. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0346.SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience; Knowledge of theories and principles of logistics management and ILS planning and execution. Practical knowledge of systems designs along with familiarity of specifications and understanding of maintenance requirements during acquisition and other stages of a system project. Knowledge of system life cycle concepts and design as they apply to system research, development, acquisition, and production. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in ILS plans. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve ILS plans, and in developing and modifying work methods. Knowledge of ILS support requirements to provide coverage of funding, supply, and a variety of other technical support activities. Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in weapons systems management and sustainment programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of
acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
