This position is located within the Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC). This position serves as division chief within the Budget and Grants Management (BUGS) Division. The incumbent provides overall management, supports financial resource allocation decisions, and supervises staff responsible for grants management, budget resourcing, contract officer representative (COR), and risk management for foreign assistance programs and activities.

Duties

Help
  • Provides direction, leadership and oversight to the staff and programs of the BUGS division. Leads efforts in developing strategies, plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • Manages and oversees the operations of NEA’s assistance award functions and serves as the NEA bureau’s approving authority for all non-Public Diplomacy-related assistance awards.
  • Serves as a Grants Officer/grant awarding official with authority to approve assistance award actions , i.e., obligate the government.
  • Exercises significant responsibilities in dealing with officials of the Departmental organization, other Federal agencies, and non-governmental and international organizations; consults closely with senior NEA officials.
  • Serves as the NEA bureau’s liaison with the Department’s authoritative procurement and financial management entities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following:

  • Experience with the execution and management of foreign assistance awards, as well as budget resourcing and execution for foreign assistance resources in the Middle East and North Africa (MENA).
  • Experience providing technical advice and guidance on the interpretation and application of federal and agency grant regulations and policies.
  • Experience overseeing award-level risk management.
  • Experience managing a multi-disciplinary team.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

You will be evaluated for this job based on how well you meet the qualifications above.
