This position is a Senior Executive Service (SES) General position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

Duties

Help

The Chief of Staff (COS) will be responsible for:

  • Coordinating actions required of the Census Bureau as a result of executive policy decisions and actions. He/she serves as the designated liaison of the Deputy Director with other Federal agencies and organizations. The COS develops, plans for, and coordinates major programs across the organization requiring joint effort, defines respective roles and responsibilities of the parties involved, and assigns responsibility for execution.He/she exercises delegated authority in committing the Census Bureau to courses of action.
  • Influencing the development and implementation of major Census Bureau programs and policies; oversees the conduct of complex analyses of policy and program goals and objectives of the Director to identify and formulate specific policy and program options; and oversees the implementation of policies and programs that serve to implement the objectives of the Director.
  • Representing the Deputy Director's position and the Census Bureau in executive level meetings, conferences, and assignments requiring close interaction with Department of Commerce and other Federal agency officials, academia, private sector, and members of Congress. He/she provides authoritative interpretations of the policies and objectives of the Census Bureau and the decisions of the Deputy Director to organizations and other Federal agencies on matters of special significance.
  • Providing for the complete range of management functions to the office staff including overall direction, planning, and coordination for all office operations and provides guidance on behalf of the Director and Deputy Director. The incumbent oversees the Director's office budget and exercises responsibility for day-to-day oversight and supervision of headquarters staff office functions including the Policy Office.

Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Professional Technical Qualifications (PTQs).

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  1. Extensive expertise in U.S. government legislative, planning, and budget processes, with executive-level experience applying regulations to lead cross-organizational scientific and statistical programs.
  2. Demonstrated executive level experience communicating with high level public, private sector, and other officials, such as members of Congress and state officials, to explain complex statistical information and/or defend proposals or actions for statistical data collection methodologies.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and PTQs, you may not receive further consideration for the position.

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the ECQs. Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES.

This position does not have a positive education requirement.

Additional information

Mobility: Organizational mobility and geographical mobility are essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Upon selection, if not already a member of the SES serving under a career appointment, the individual selected must have his/her executive qualifications certified by the U.S. Office of Personnel Management's SES Qualifications Review Board (QRB) before appointment to this position. The selected individual's application will be forwarded to the OPM for review and certification by the QRB, unless the selectee provides evidence of their noncompetitive status (i.e., a current SES, OPM QRB certified SESCDP graduate, or SES reinstatement eligible). Upon QRB certification, the selected individual will be required to serve a one-year probationary period.
