Duties

Help
  • You will develop, update, and implement a protocol program that effectively supports the NCIS mission.
  • You will establish and maintain effective working relationships with local, national, and international organizations associated with civilian and military leaders and dignitaries.
  • You will manage the appropriated and non-appropriated funds and training funds.
  • You will plan and develop both short- and long-range program goals and objectives for the execution of the overall program.
  • You will maintains files and records to justify expenditures for procurement and budgetary purposes.

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Ensuring the highest degree of official recognition is afforded each visitor and that presentations and tours are commensurate with the security clearance and status of the visitor;
  • Managing overall Command protocol program to encompass program development, planning and evaluation;
  • Overseeing the formulation of high level and highly complex itineraries, requiring tedious coordination, planning and development; and
  • Coordinating with commercial vendors and/or installation club managers in arranging and coordinating all aspects of social functions.
GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Ensuring escorts, photographers, interpreters, and staffing agencies are properly briefed before an event;
  • Conducting continuous analysis and evaluation of protocol plans and programs from both technical and operational points of view; and
  • Preparing the annual budget for protocol events based upon past experience and anticipated workload.
