Help

Provide overall leadership and direction in the Medical Center for aligning the spectrum of programs across the educational continuum (health professions training, staff education, workforce development) and employee lifecycle.

Take the lead in creating a culture of learning and education to address the new VA workforce. In collaboration with Medical Center leadership, coordinate the local conception, design, development, implementation, and evaluation of learning programs and ensure alignment with the overall Medical Center organizational mission and vision for the future.

Translate a learning organization vision into action and promotes practices that support integrating learning with work and operates from a systems perspective in setting clear learning goals.

Fosters a supportive learning environment that provides psychological safety, appreciation of differences, openness of new ideas and supportive learning application strategies.

Assist in the Medical Center strategic planning process, advocating for the development of a robust local learning infrastructure by developing learning and performance strategies aligned with the organization's strategic and operational plans.

Assure that learning becomes an integral component of the culture of the Medical Center, that innovative methods of learning are encouraged, and that both staff and trainee needs are approached in creative ways.

Develops processes and practices that support learning and the collection and dissemination of knowledge sharing in order to integrate learning with work.

Responsive to cross cutting learning issues and serve as the Medical Center's primary educational liaison with the Veterans' Integrated Services Network (VISN), Veterans Health Administration Central Office (VHACO) program offices (Academic Affiliations, Employee Education, and Workforce Management and Consulting, among others). In the absence of a Designated Education Officer (DEO), may also serve as the DEO, who is the Designated Institutional Official (DIO) who oversees Graduate Medical Education (GME), and other facility program leaders to assure that clinical training programs are aligned with society's present and future health care needs.

Oversee the Medical Center's relationships in regards to new learning techniques, theories and technologies and ensure that the leaders of service-level staff development and clinical training programs have appropriate access to Medical Center leadership.

Research and/or analyze Medical Center-wide problems, issues, or program requirements. Provide expert analysis and advice to the Medical Center Director and others on such problems, issues, or program requirements.

Aligns and Manages fiscal, human and capital resources to meet organizational learning needs. Working with Medical Center leadership, identify and advocate for the resources (staff, space, funds, technology, etc.) to maintain and enhance the local learning environment. Prepare, review, plan, monitor, and/or establish and administer the learning budget for a large and technically complex organization whose learning needs (present and future) are especially critical or urgent.

The DLO ensures the necessary mix of resources (i.e. program, human, capital and technology) are available to support a continuous learning environment for all employees.

Review, analyze, and evaluate Medical Center-Wide learning courses and programs to assess their quality and effectiveness. Evaluate learning programs and courses for a large, diverse, or complex organization whose mission is dynamic and rapidly changing, and whose learning needs are especially urgent.

Develop Medical Center-wide guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to learning programs.

Develop, update, and implement internal procedures, learning plans, course materials and methods; and recommend new learning resources for the Medical Center.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning and evaluating assigned education projects; Work products include development of guidance and resource materials on major problem areas within services and/or the facility to improve practices; Prioritize and assign all work to be completed by subordinates; Review and evaluate completed work or recommendations of subordinates; Provide guidance and instructions to subordinates on work and administrative matters; Develop and communicate performance standards; Identify and arrange for developmental and training needs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
