Duties

Help

This position is located within the Department of the Interior, Assistant Secretary - Insular and International Affairs, Office of International Affairs, International Relations located in Washington, DC.

At the full performance level GS-11 the major duties of this position include, but are not limited to the following:

  1. Maintains internal budget documents. Monitors project expenditures for international engagements and reports against project budgets internally and externally; correctly utilizes various forms and payment methods to support project implementation.
  2. Recommends financial processes and solutions to streamline project implementation. Establishes internal controls in accordance with FMFIA and OMB Circular A-123 for financial transactions, travel, and procurement; conducts quarterly reviews for audit compliance.
  3. Manages operational activities supporting international projects. Collaborates with DOI administrative and technical specialists to monitor project implementation, draft reports, and closeout agreements.
  4. Applies knowledge of U.S. foreign policy and of economic, social, cultural, and political factors in countries or regions assigned to office projects, meetings, and processes.
  5. Conducts research into new or improved business and management practices for application to office programs or operations. Drafts new or modified administrative program policies, regulations, goals, or objectives. Advises leadership regarding policies, procedures, and systems for establishing, operating, and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets.
  6. Contributes to complex administrative and management projects. Researches ongoing and projected programmatic activities; reviews information, reconciles conflicting data, devises new and modified methods, analyzes and evaluates findings, and develops effective recommendations for more efficient, effective, and economical ways to meet workload and program goals. Determines compliance with agency regulations, procedures, sound management practices, and effective utilization of staff.
  7. Advises management regarding complex or unique conditions and issues that affect program activities. Recommends strategies to improve the evaluation and implementation of new or evolving programs. Provides guidance regarding the interpretation and implementation of new or revised legislation, policies, regulations, and procedures.
Note: Professional-level Spanish language preferred, to work with counterparts in Spanish-speaking countries and review materials written in Spanish.

The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-9: $70,623 - $91,815 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position you must meet A, B, or C defined below.

A. Specialized Experience:To qualify for the GS-9, you must possess at least one full year of specialized experience equivalent to the GS-7 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Coordinating with government staff, partners and counterparts in foreign countries (experience in Latin American countries preferred).
  2. Assisting with planning and logistics for technical exchanges, workshops and/or field activities with foreign partners, providing on-the-ground coordination as needed.
  3. Reviewing work products and records from English-speaking and Spanish-speaking technical staff in virtual and in-person settings to ensure accuracy and completeness.
  4. Supporting financial and administrative recordkeeping for overseas projects, including using payment systems, tracking expenses in multiple currencies, and maintaining compliant records.
  5. Identifying operational issues and implementing process improvements by collaborating across teams, cultural contexts, and external partners.

B. Education:
Have 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D. if related).

C. Combination of Experience and Education: Have a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
