This position is located within the Department of the Interior, Office of the Secretary, Office of Civil Rights, Washington D.C. The official duty station will align with the selectee's current duty station.

If applying to "location negotiable after selection", this means that your official duty station will be based off your current DOI official duty station.

At the full performance level GS-15 the major duties of this position include, but are not limited to the following:

  1. Supervises the Administrative Officer group. Plans and assigns work and evaluates accomplishments; implements performance standards and evaluates performance; counsels employees on work and administrative matters; recommends incentive awards; effects disciplinary actions; interviews and recommends candidates for selection; identifies developmental opportunities and training needs; hears and recommends resolutions to employee complaints; and approves leave.
  2. Serves as the key executive advisor to the Director and Deputy Director on business management, workforce structure and realignment, and operational execution. Oversees personnel actions, including reassignments, promotions, terminations, and awards, ensuring timely processing and compliance with federal regulations. Coordinates high-level communications with DOI leadership, including OS, PMB, Bureau Directors, and external federal partners to support OCR initiatives. Manages and coordinates diverse operational and management activities in support of the OCR Front Executive Office.
  3. Oversees all phases of the OCR's multi-million-dollar budget formulation, justification, execution, and reporting. Serves as the technical authority on OCR budget formulation and execution. Provides expert advice and guidance to managers on the interpretation and the formulation of budget estimates and the formulation of budget requests in support of the five-to-seven-year development of the OCR Program. Serves as the Contracting Officer's Representative (COR), overseeing major contracts and ensuring compliance with federal acquisition regulations. Serves as the designated Custodial Officer for OCR, with enterprise-level responsibility for the day-to-day accountability and management of government-furnished property.
  4. Provides expert guidance and assistance in support of the development of long-range program and budgeting plans to support the development, prototyping, testing, and type classification of highly complex projects, specifically, the OCR Program. Prepares the OCR execution plan, maintains continuous contact with appropriate personnel to ensure program objectives and milestones relate to funds available. Documents, disseminate, and monitors the status of all taskers from (OS, PMB, EEOC, OPM, subordinate Bureau and staff directorates) to ensure effective and timely completion. Research and prepares all guidance and tasking for the OCR Front Office.
  5. Manages human capital functions, including personnel actions, performance recognition, onboarding, and workforce planning in alignment with DOI policy. Exercise executive leadership over human capital strategy, policy enforcement, and organizational planning. Advises the Director on organizational structure, workforce alignment, and executive resources planning. Serves as the OCR Government Purchase Card (GPC) Approving Authority. Coordinates executive-level correspondence, document control, and ensures timely and accurate task execution across all OCR divisions.
  6. Advises senior leadership on high-level correspondence, strategic messaging, and interagency engagement. Keeps informed of Department-wide developments within assigned program responsibility through discussions with subordinate staff, coordination with Directors, Office Chiefs, and administrative personnel.
The Office of Civil Rights has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information

Salary will vary based on current duty station and will vary. GS-15 range: $147,945 - $197,200.

Qualifications

Minimum Qualification Requirements:
Specialized ExperienceTo qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Managing budget transactions to include actions such as the interpretation and formulation of budget estimates and the formulation of budget requests to support the development of a long-term program plan.
  2. Providing administrative services for an organization that included such topics as managing human capital functions, coordination of executive-level correspondence and document control, and program and procurement processes.
  3. Leading teams or workgroups across an organization to develop guidance, policies, and implement improvements.
